Course Evaluation Instructions
For Preliminary Teaching Credentialing Candidates
Please read instructions carefully and make sure you are following the outlined steps before submitting the Subject Matter Requirement (SMR) request.
CSET Requierement Overview
Candidates earning their first special education credential
need to meet the CSET requirement in order to be recommended for a Preliminary Education Specialist Credential.
The
CSET exam requirement is applicable only to applicants applying for their first credential in the specializations of
Special Education - Mild Moderate Support Needs or Extensive Support Needs credential.
Candidates who have not completed the exam have the option of requesting an
evaluation of their coursework completed during their undergraduate program. A course evaluation determines if a candidates prior undergraduate coursework meets the CSET exam requirements per
TK-12 Education Trailer Bill (AB 130).
The fee for a course evaluation is $250, due at the time of evaluation submission. Please read the instructions listed below carefully and follow them as outlined.

How to Request a Course Evaluation to Meet the CSET Requirement
- Determine if your degree coursework aligns with a single subject or multiple subjects within the CSET domains. This is relevant if your degree major does not have an exact match. Check the list of
CTC applicable degree majors for more information. For example, a Bachelor’s degree in business meets the single subject CSET requirement for Business, but a Bachelor’s degree in Accounting does not.
* If you believe your coursework does not meet the single subject or multiple subject requirements you can take the CSET Exam for single subject or multiple subjects. - Choose and download the fillable PDF/or create a copy of the Google Doc for the appropriate subject listed. Complete the form and save that version for submission.
- Upload the completed PDF/ Google Doc to your student portal under 'My Files' tab. Include any course syllabi, course descriptors, and/or additional documents.
- Label files following this protocol: Degree Major-Course-Syllabus; for example,
Business Administration-BA201-Syllabus.

Pay and complete the SMR Request Form on the EPP Application Portal.

Please Note:
- To determine your SMR Completion, you must
provide detailed course Information. When completing the course evaluation request form, use bullet points and provide the course number, title, outcomes and/or course descriptions.
- If you provide inaccurate or incomplete information, your SMR Course Evaluation completion may be delayed or rejected.
- Paying for the course evaluation
does not guarantee that your SMR request will get the SMR Completion approval.
- Please allow
7-10 business days to process the evaluation request. Candidates will be notified of the decision via email.
