The Merit System, adopted by the Personnel Commission, Santa Clara County Office of Education, San Jose, California, on July 1, 1973, provides statutory protection through the California Education Code (Title 2, Part 25, Chapter 5, Article 6, Sections 45240 through 45320) against politically and personally motivated employment, promotion, discipline and dismissal actions.
