SAN JOSE, CA – In November 2024, the Santa Clara County Superintendent of Schools requested that the Fiscal Crisis and Management Assistance Team (FCMAT) conduct an Assembly Bill (AB) 139 extraordinary audit of Mountain View Whisman School District (MVWSD). The request was made to determine whether fraud, misappropriation of funds, or other illegal fiscal practices may have occurred within the district.
The extraordinary audit focused specifically on certain transactions related to the district’s former superintendent, who served from July 1, 2015, until his resignation in October 2024. The request followed concerns raised by parents, community members, and district employees regarding potential questionable business relationships, contracts, transactions, and travel.
FCMAT has completed a comprehensive review of the district's expenditures, internal controls, vendor and contractor disbursements, governing board approvals, and the former superintendent’s travel and reimbursements, including detailed testing of transactions from fiscal years 2022-23 through 2024-25 and has issued a
report. According to the report's conclusion, “insufficient evidence exists to indicate that fraud, misappropriation of funds and/or assets, or other illegal fiscal practices may have occurred.” Santa Clara County Office of Education will continue to work collaboratively with MVWSD and provide recommendations on the improvement of written procedures related to procurement, contracting and credit card processes as referenced in the FCMAT Report. We also acknowledge the proactive approach of MVWSD to address the areas of improvement and will continue to provide support as needed.
