The Continuous Improvement and Accountability team is a hub for professional development, technical assistance, coaching, resources, and collaborative networks. Grounded in a multi-tiered system of support framework, the CIA team works LEAs to investigate and improve their systems in order to create safe, healthy, and equitable school environments that foster student engagement and academic achievement.
We partner with districts, charters and education partners to investigate and improve systems by:
- Informing LCAP creation through training, collaboration, and a technical review and approval process that supports both program and fiscal
- Providing Differentiated Assistance technical support through the use of continuous improvement tools
- Helping LEAs navigate State & Federal Program requirements
- Keeping district partners informed about all things Assessment & Accountability through trainings and a variety of communication avenues
- Delivering MTSS PD that focuses on big picture systems work with an academic lens
- Providing CSI/ATSI PD & support to schools who request to work with us
- Collaborating with COEs, SELPAs, and the CDE to ensure that the information we provide to our LEAs is consistent with the information being shared across the state.
- Listening to and advocating for our LEA partners by sharing feedback with the CDE and other statewide agencies.
The Continuous Improvement and Accountability team believes that all students are capable of achieving, and require access to equitable and effective educational opportunities that meet their needs. Our ultimate goal is to help LEAs operationalize equitable systems through their planning and continuous improvement efforts.
- The Assessment and Accountability Department coordinates and implements California's statewide testing programs.
- Attendance and Engagement supports Supervisors of Attendance and other Education Partners through Professional Learning and Technical Assistance focused on reducing chronic absenteeism and increasing attendance across Santa Clara County and beyond through resources including the Santa Clara County Attendance Collaborative (SCCAC).
- The Continuous Improvement & Accountability team provides district and site level technical assistance and support for schools identified for CSI, ATSI and TSI.

The Differentiated Assistance and District Support services department provides training and support for County districts, including those districts that have been identified, based on California School Dashboard results, as needing additional support in their improvement efforts.
- District LCAP Advisory Services provides support for districts that includes training and technical assistance with LCAP, Budget Overview for Parents and the LCAP Federal Addendum.
Monitoring and Compliance
Staff members provide the required oversight and monitoring of the following programs:
- The Williams Settlement covers issues such as providing clean and safe facilities; sufficient instructional materials; appropriate teacher credentialing and assignment monitoring; and accurate reporting of the School Accountability Report Cards.
- The Tinsley Voluntary Transfer Plan is administered by the San Mateo County Office of Education and is monitored for compliance by the staff. The Tinsley Voluntary Transfer Plan allows minority students living in the Ravenswood City School District attendance area who will be entering kindergarten, first or second grade in the following year to apply for transfers to the following seven districts: Belmont-Redwood Shores, Las Lomitas, Menlo Park, Palo Alto, Portola Valley, San Carlos and Woodside.
- California's Multi-Tiered System of Supports (MTSS) is an integrated, comprehensive framework that aligns academic, behavioral, and social-emotional learning in a fully integrated system of support for the benefit of all students.
- Positive Behavioral Interventions & Supports (PBIS) is a decision-making framework that guides selection, integration, and implementation of the best evidence-based behavioral practices for improving important behavior outcomes for all youth.
- The State & Federal Programs provides training and technical support to schools and districts on state & federal categorically funded programs and accountability.
