Child Development Permits
Child Development Permits are available at various levels. Each level has one or more ways to qualify. Individuals must meet all of the requirements listed in one of the available options. Individuals should review all available options and complete the one that best reflects their own education and/or experience.
Application Process
1. Application form 41-4 Application
-After completing the online application, “generate," “download," and “print" the application
-Page 5 of the application needs to include a wet/original signature
2. Fingerprint for the CTC (41-LS)
-LiveScan appointment at SCCOE & instructions
3. Temporary County Certificate
-Must have a valid Certificate of Clearance in your CTC account
-Complete Section 1 only of the form
4. Child Development Verification of Employment (If applicable to permit type)
-Must have a wet/original signature
5. Register in the SCCOE Database. Be sure the information is exactly as listed on your Social Security card.
6. Create an Educator Account on the CTC website. Be sure the information is exactly as listed on your Social Security card. Do not submit a direct application to the CTC, otherwise, our office will not be able to complete the online recommendation.
7. Order official transcripts showing coursework that qualifies for the level of permit
- Do not send to EPP. In the search box, select the "Enter Your Own" option and fill out the required boxes.
8. Submit all items to Santa Clara County Office of Education
Electronically: SCCOE Send It. In box 3, include a brief message confirming the level of CD permit you are applying for.

*For CD Permit upgrades, your permit must have been issued within the last 3 years to qualify. This is currently a paper application and the fee is $50.*
Our office will submit the application via online recommendation. You will receive an email with the instructions on how to make the payment through your online educator account. If you have included a TCC, we will mail it to you with the address on file.
