To help facilitate and support our school community, the Santa Clara County Office of Education has assembled an incident safety toolkit for schools and districts. This page contains resources such as guidance to prevent and mitigate tragedy through mental health supports, how to prepare for an active shooter incident, in responding to the aftermath of a community trauma, how to work together toward safe and healthy schools, and how to talk to children and youth about tragic events.
This toolkit is organized in the life cycle of a disaster incident.
Schools provide necessary mental health support. Diagnosis and screening often begins in schools thanks to our teams of counselors, social workers, psychologists, nurses, and instructional staff.

This Toolkit has drawn on evidence based national and state youth suicide prevention guidelines, including those issued by the Substance Abuse and Mental Health Services Administration (SAMHSA), the American Foundation for Suicide Prevention (AFSP), the Suicide Prevention Resource Center (SPRC), the University of South Florida (USF), and the states of California and Maine, among others.http://www.cde.ca.gov/ls/cg/mh/index.asp.

Professional learning and supports to prevent bullying, mental and behavioral health, classroom management, and safety are a key to violence prevention and mitigation.

School Climate refers to the quality and character of school life. Through the lens of equity and diversity, the "Power of Democracy: Civic Engagement Initiative" is a multi-sector coalition facilitated by the Santa Clara County Office of Education. The Initiative is designed to foster an understanding of the structures and processes of our democracy, share resources and best practices, encourage informed and multifaceted civic participation and build stronger communities. The Santa Mateo County Office of Education (SMCOE) and the Santa Clara County Office of Education (SCCOE), in partnership with the UC Berkeley History-Social Science Project (UCBHSSP), are launching a multi-year professional development program to support the classroom implementation of a civics education approach to history education.
