SCCOE provides special education services to Santa Clara County’s 31 school districts through a contracted, fee‑for‑service model, and program staffing must align with the level of services districts request. Over the last three years, enrollment declined from 930 students to 706 students, reflecting a reduction in demand for SCCOE‑operated classrooms. When districts choose to operate programs directly, as permitted under California law, or when enrollment declines, SCCOE must adjust the number of classrooms and staff accordingly. Student placements are determined through district‑led IEP teams, not by SCCOE budgets, and no student will be placed in an inappropriate or noncompliant setting. Students will continue to receive services aligned with their IEPs, and staffing adjustments are reviewed annually based on enrollment and district service decisions.
