SAN JOSE, Calif. - David M. Toston Sr., Ed.D., Santa Clara County Superintendent of Schools, has been appointed by Governor Gavin Newsom to serve on California's Behavioral Health Services Oversight and Accountability Commission.
The Commission provides statewide oversight and accountability within California's behavioral health system and supports implementation of the Behavioral Health Services Act.
“I am honored to serve California and bring the perspective of public education to this important work. Strengthening behavioral health and well-being strengthens the ability of children and young people to learn and thrive,” said Toston.
Toston's appointment brings an education- and student-centered perspective to statewide behavioral health discussions. The work is closely aligned with the Santa Clara County Office of Education's (SCCOE) focus on student well-being, early intervention, supportive learning environments, and partnerships that connect students and families with needed services and resources.
The appointment builds on Toston’s more than 25 years of experience working with students, families, educators, school districts, county offices of education, and communities. His work has spanned classrooms, student services, special education, school psychology, community engagement, educational leadership, higher education, policy, and statewide initiatives, bringing together student and family voice, educational opportunity, and systems of support that he will bring to his service on the Behavioral Health Services Oversight and Accountability Commission.
Throughout his career, Toston has been a longtime advocate for improving the quality of and expanding access to mental and behavioral health services for children, youth, and families. His leadership has focused on strengthening the connection between education, student well-being, early intervention, and coordinated systems of support. His experience as a school psychologist, special education leader, and education executive has reinforced his commitment to ensuring students and families have equitable access to the services and supports they need to thrive.
The Commission meets regularly throughout the year. The appointment does not require Senate confirmation and is uncompensated.
