SAN JOSE, CA – The Santa Clara County Office of Education (SCCOE), in collaboration with Santa Clara County Child and Family Welfare, Juvenile Probation, school districts, and other county entities and community-based organizations, is proud to announce the launch of FosterVision Plus, a major upgrade to the county’s secure data platform that connects county systems to better support youth in foster care and youth on probation.
FosterVision is a secure, collaborative data platform designed to support youth in foster care and youth on probation by connecting education, probation, and child welfare data. FosterVision Plus builds on this foundation, while introducing modernized software infrastructure that improves performance, strengthens data security, and lays the groundwork for new features that will help educators and caseworkers coordinate services more efficiently and effectively.
“This collaboration reflects a commitment to breaking down barriers and ensuring students in foster care and on probation have the support to succeed,” said County Superintendent, Dr. David M. Toston, Sr.
Officially launched on October 4, 2025, key enhancements in Phase 1 include:
- Software code upgrade for improved stability and long-term sustainability
- New access roles for social work supervisors and foster youth liaisons
- An easy-to-navigate student list interface
Future phases will continue to expand FosterVision’s capabilities. Phase 2 will introduce an alert system to flag attendance concerns, behavior incidents, and academic declines early. Phase 3 will add a new tool for SCCOE Foster Youth Education Managers to assess and track student needs, allowing for more targeted, data-informed interventions and decision-making.
FosterVision Plus is developed and maintained by the Santa Clara County Office of Education and is governed by a cross-agency steering committee that meets quarterly.
