The SCCOE is in full support of our students developing multilingual skills by the time they graduate from high school. With the adoption of the English Learner Roadmap Policy and the passage of the California Education for a Global Economy (Ed.G.E.) Initiative, it is important to create opportunities for students to develop proficiency in multiple languages by establishing or expanding a district’s Pathway to Biliteracy and/or Seal of Biliteracy Program, and recognizing students who meet the eligibility requirements.
