The Sobrato Family Foundation has been supporting SCCOE’s A Look at
Learning (A.L.L.) comprehensive professional development system. This grant helps A.L.L. expand its reach and impact

of Progress Update (30 mins.)
The End-f-Year Evidence of Progress Report was due to the California
Department of Education (CDE) on September 30, 2013. The Santa Clara County Office of Education
(SCCOE) submitted this report online to the California Accountability and
Improvement System (CAIS). LEAs were
asked to focus on their current priorities as identified in the LEA Plan and
provide evidence of progress as outlined in three specific areas. Administration recommends approval of LEA End
of Year Evidence of Progress Update.

* A. Public Hearing and Request Adoption of
Resolution Regarding Sufficiency of Textbooks and Instructional Materials (5 mins.)
Education Code 60119 requires that, in order to receive instructional materials
funding, the Board of Education must hold a public hearing each year to
determine whether students have sufficient textbooks and instructional
materials. Further, the Board of
Education must affirm in a resolution that sufficient supplies exist at all
sites operated by the Santa Clara County Office of Education and that it has
adopted textbooks and instructional materials that are consistent with the
state curricular frameworks and standards.
Administration recommends public hearing and adoption of resolution

10. ACTION ITEM
* A. Adoption of Resolution for Moreland School
District for Exception to the 180-Day Wait Period (Government Code
7522.56) (5 mins.)
The Santa Clara County Office of Education (SCCOE) is considered to be
the California Public Employees Retirement System (CalPERS) employer for all
Local Educational Agencies (LEA’s) within the County. Due to recent pension reform changes, all
CalPERS employees working after their retirement date without reinstating from
retirement, except under certain conditions, must wait for a period of
180-days, unless a waiver is approved.
The Moreland School District is requesting approval to employ Jean Lian
a recent CalPERS retiree, as a short-term employee to support the District in
the Business Office. Administration
recommends
adoption of resolution in support of exception to the 180-day wait period for
retired employees returning to employment based on the Moreland School District’s Board of Education’s certification
that the nature of employment and appointment is necessary to fill a
critically-needed position before the 180-day separation period for Jean Lian. (Micaela

Effective November 1, 2013, Valley Health Plan will be available to all
eligible employees and their families.
The Santa Clara County Office of Education has estimated the premiums to
be $1,910,000 based on open enrollment calculations as of September 30, 2013. Funding has been incorporated into the FY
2013-14 budget to cover this expense.
Administration recommends approval of contract exceeding $250,000.
* A. Migrant Education Program Update (20 mins.)
The goal of the Santa Clara County Office of Education’s Migrant
Education Program is to ensure that all migrant students reach challenging
academic standards and graduate with a high school diploma (or complete a GED)
that prepares them for responsible citizenship, further learning and productive
employment. Staff will present an
overview of the Region 1 Migrant Education Program. (Dr. Angelica Ramsey)

Core Implementation Funds Plan (30
mins.)
AB 86 was signed by the governor July 1, 2013. The state budget provides $1.25 billion
statewide in one-time funds for the implementation of the Common Core Statewide
Standards. That amount is estimated to
be about $200 per student. The money is
one-time money to be spent in 2013-14 and 2014-15. As a condition of receipt of the funds, each
local educational agency must develop and adopt an expenditure plan detailing
how the funds will be spent. The 2013-14
Preliminary Entitlement is $389,600. The
Santa Clara County Office of Education’s first apportionment received was
