                   The Santa Clara County Board of Education is committed to equity, access and inclusion and recognizes that a strong and vibrant democracy requires that all men and women, regardless of their skin color or where they were born, participate meaningfully in our society.  The Santa Clara County Board of Education urges the 113th Congress to swiftly enact comprehensive immigration reform. Administration recommends adoption of resolution in supporting a road map to citizenship for aspiring citizens of the United States.

 

      *    E.    Request Approval of Purchase Order Exceeding $100,000

                   The Santa Clara County Office of Education (SCCOE) is standardized on a variety of Microsoft products for its networking, desktop and database services. SCCOE has taken advantage of significant savings available through a new statewide Microsoft licensing vehicle approved for all California educational institutions.  The approved large account reseller managing this “CAMSA” licensing in California is SHI International Corporation.  The total for updating the licensing groups altogether is $133,183.65.  Administration recommends approval of purchase order exceeding $100,000.   (Dr. Kelly Calhoun)

 

      *    F.    Adoption of California State Teachers’ Retirement System Resolution for Cupertino Unified School District

                    Defined Benefit Direct Reporting is a process where a school district or community college district can report directly to California State Teachers’ Retirement System (CalSTRS) without having to report through the County Office of Education.  Cupertino Union School District (CUSD) is a Fiscally Independent school district that meets all CalSTRS requirements for Defined Benefit Direct Reporting.  Administration recommends adoption of the California State Teachers’ Retirement System resolution for Cupertino Unified School District for signature authorizations.       *    G.    Request Approval for Travel Reimbursement of Expenditures for Board Members’ Attendance to the Annual Asian APAICS National Policy Summit

                   Since the APAICS National Policy Summit is not under the pre-approved travel item found in “Addendum to Board Bylaw 9250”, this item is being brought to the Board for approval for travel reimbursement of expenditure.  Member Song has expressed an interest in attending this conference in San Francisco, CA.

 

 10.      ACTION ITEMS

 

     *     A.  Request Approval of Contract Exceeding $250,000 for Via Services, Inc.  (5 mins.)

                  The Environmental Education Program has leased the Via West Campus since 1998.  The Via West facility is located at 13851 Stevens Canyon Road in Cupertino.  This lease allows Walden West to offer an additional 30 weeks of outdoor school programming to the districts of Santa Clara County.  Approximately 4,100 students will attend the Via West facility.  Administration recommends approval of contract for Via Services, Inc. for $666,175.       (Dr. Angelica Ramsey)

 

      *    B.  Strategic Plan 2013-2016  (20 mins.)

                  On July 22, 2013, the Santa Clara County Board of Education convened for a Strategic Planning Workshop facilitated by Marilyn Snider of Snider and Associates.  The goal of the workshop was to review a mission statement, three-year goals and six-month objectives developed during a Strategic Planning Day held on June 5, 2013, which was also facilitated by Ms. Snider, attended by Board members and Leadership Team members.  Administration recommends adoption of the Strategic Plan 2013-16.   (Dr. De La Torre)

      *    A.  Parent Participation in the SCCOE Alternative Education Community Schools  (15 mins.)

                 The presentation will provide an update on the strategies used to increase parent participation in the Alternative Education Department Community Schools during the 2013-14 school year and explain the specific changes being made at the site level for the 2013-14 school year.     

 

      *    B.  SCCOE 2013-14 45-Day Budget Update  (15 mins.)
