The Inclusion Collaborative leads the effort to provide every
young Santa Clara County Child with a quality early learning environment. Its
focus is the successful inclusion of children birth through age five with
special needs in child care, preschool programs and the community through
education, advocacy and awareness.
MISSION
The mission of the Inclusion Collaborative in Santa Clara County (SCC) is to
"Provide and develop leadership, to coordinate and strengthen the network of
parents, service providers, and the community, for inclusive learning
environments beginning with children 0-5 with disabilities or special needs
in SCC."
VISION
Santa Clara County understands and actively supports the inclusion of children
with special needs and disabilities in our community.

Inclusive Child Care Options
Community Child Care Council (4C)— Provides referrals of child care providers who have had
training in working with children who have special needs, have openings in their programs to
provide inclusive child care. Referrals will be made by specialized referral counselors with
