August 31, 2007 APR Release

The three top performing schools in the state on the 2007 Academic Performance Index Growth Report are from Santa Clara County, according to data released on August 31 by the California Department of Education.

In addition, four of the top 10 schools in API are from the county, an analysis by the Santa Clara County Office of Education shows.

CDE released the 2007 Accountability Progress Report (APR) which includes the 2007 Academic Performance Index (API) Growth, 2007 Adequate Yearly Progress (AYP) and Program Improvement (PI) Schools results.

Linda Aceves, Assistant Superintendent Instructional Services and Dr. Dale Russell, have analyzed the data. In each of the three areas, the findings are presented in two parts: Part 1 compares performance of Santa Clara County (SCC) students with California students statewide; Part 2 summarizes SCC student performance including subgroup data.

2007 AYP Results
In SCC, 71 percent of schools successfully met their AYP targets (277/390); this represents a 2% decrease from 2006. Fifty-eight percent of SCC districts met all of their AYP targets (19/33).

2007 API Results
The 2007 API Growth report reflects changes that schools and districts made from 2005-06 to 2006-07 school year and whether performance targets were met. The API is a numeric score between 200 and 1000, reflecting a school's performance on tests in the Standardized Testing and Reporting (STAR) program. API results are reported twice a year; a Base API in January and corresponding Growth API in the fall.

2007 API Growth Results of SCC Compared to California

  • The median score for SCC schools was 51 points higher than California students (778 vs. 727) (Figure 1 - PDF).
  • Since 2000, scores increased from 741 to 778; (37 points) (Figure 1 - PDF).
  • SCC continues to have a higher percentage of schools scoring at or above 800 than the state as a whole (42% vs. 28%) (Figure 3 - PDF).
  • Asian, Hispanic, White, Socioeconomically Disadvantaged and English Learner subgroups had higher median 2007 scores when compared to the same subgroups statewide. However, the Filipino subgroup had a lower API when compared to the state (Figure 4 - PDF).

SCC Districts 2007 API Growth Results

  • Los Altos Elementary School District had the highest 2007 API Growth (956).
  • Thirteen of 33 districts increased in their 2007 API Growth over their 2007 API Base.
  • The largest API gain was by Montebello School District (from 737 to 784 = 47 point gain).

SCC Schools 2007 API Growth Results

  • The median Middle school API scores improved slightly (3 points) (Figure 5 - PDF).
  • Forty-seven percent of SCC schools (174/369) gained one or more API point from 2006 to 2007.
  • There continues to be a gap between White, Asian and Filipino performance compared to African American, Hispanic, Socioeconomically Disadvantaged, English Learners and Student with Disabilities subgroups (Figure 6 - PDF).
  • Seventy percent of SCC schools (236/339) met their API growth targets compared to 65% (5,236/8,022) in California. Table one outlines the percent of schools that met their API growth targets.

When a school's proportion of parental waivers is equal to or greater than 10 but less than 20 percent, the California Department of Education (CDE) conducts standard statistical tests to check whether the pupils tested at the school were representative of the entire school's population. AYP Criteria and Results
AYP performance targets include: Participation Rate, Annual Measurable Objectives in English Language Arts and Math, Minimum Growth API and Graduation Rate (for high schools only).

SCC vs. CA Schools AYP Results
The data show that SCC schools continue to outperform schools statewide. Selected criteria illustrate SCC student performance on the four broad accountability topics.

News and Events Title

Overall, SCC Asian, Hispanic, White, African American, Socioeconomically Disadvantaged and English Learner subgroups had higher percents of students who were proficient in both English/Language Arts and Mathematics when compared to the state; however; CA Filipino had a higher percent of students who were proficient than their SCC peers (Figures 7, 8).

  • The percent of elementary and middle schools that met all AYP criteria went down from 2006 (1% Elementary and 5% in Middle) (Figure 10 - PDF).
  • All SCC subgroups decreased in 2007 AYP in both English/Language Arts and Mathematics except Asians in ELA and Whites in Mathematics. There continues to be an achievement gap in both English/Language Arts and Mathematics between White, Asian and Filipino performance compared to African American, Hispanic, Socioeconomically Disadvantaged, English Learners and Students with Disabilities subgroups (Figures 11, 12, 13, 14).
  • Participation rates of SCC students are above the federally set target of 95% in all subgroups (Figure 15 - PDF).
  • Graduation rates among SCC high schools declined from 89% to 86% and the CA high graduation rate went down from 85% to 83% from 2006 to 2007 (Figure 16 - PDF).

Program Improvement (PI) Results
The Public Schools Accountability Act of 1999 established the API and the Immediate Intervention/Underperforming schools programs. With the passage of No Child Left Behind (2001), the API became one indicator of the mandated federal accountability system, Adequate Yearly Progress (AYP). Title I funded schools and districts are identified as PI based on the following criteria:

A Title I school becomes a PI if it does not make AYP for two consecutive years in the same content area (English-language arts, Mathematics) or in the same indicator (API or graduation rate). A school is eligible to exit PI status once it makes AYP for two consecutive years. There are 46 PI schools in SCC.

There are four PI districts in SCC. Districts become PI if, for each of the two consecutive years, it does not make AYP in the same content area in each grade span and does not make AYP on the same indicator (API or graduation rate).
