MANAGER, UNEMPLOYMENT INSURANCE
SUMMARY: Manages and supervises a comprehensive unemployment insurance program involving claims processing, administrative hearings, report preparation and maintenance; and performs all other related duties.
ACTIVITIES:
30% CLAIMS MANAGEMENT
Directs and coordinates the receipt, interpretation, and processing of unemployment insurance claims; analyzes basis for each claim; determines appropriate action and prepares responses in accordance with applicable laws, policies, and regulations; investigates facts regarding claims in response to Employment Development Department or school district inquiries; reviews and analyzes state unemployment insurance decisions for application of law; provides inservice training programs related to unemployment insurance activities procedures and policies.
25% HEARINGS
Investigates, analyzes, and prepares evidence and case documentation for administrative hearings; represents districts at hearings, presents evidence, and examines witnesses; and reviews hearing decisions and files appeals to State Board, when applicable.
20% RECORDS MAINTENANCE
Prepares and maintains a wide variety of reports and records; adjusts quarterly wage reports for districts as necessary; reports wages to appropriate state agency; computes and pays unemployment insurance taxes; reviews listings of benefit charges for accuracy; and pays local experience charges.
20% SUPERVISION
Selects, trains, coordinates, assigns work to, monitors, and evaluates support staff.
5% RELATED ACTIVITIES
Attends and chairs appropriate meetings locally and state-wide; develops and monitors annual budget; and performs all other related duties.
DECISION-MAKING AND PROBLEM-SOLVING: Analyzes claims and supporting factual data within broad guidelines requiring independent judgement, such as determining if a claim should be protested, what and how evidence should be presented, and which claims should be appealed to a state board Develops and implements short and long-term plans; provides data for long-term planning in own division; requires independence and autonomy in decision-making within framework of broadly stated policy guidelines, precedents, specialized knowledge and prior research; situations are varied and sometimes highly complex; and makes program decisions that sometimes have major impact on a division and/or its clients.
REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of unemployment insurance codes, regulations of the Employment Development Department, Appeals Board precedent decisions, and administrative hearing rules of conduct and evidence; ability to organize evidence, advise witnesses, elicit testimony, cross-examine witnesses, and present concise oral arguments during administrative hearings; advanced skill in communicating, in critical situations, orally and in writing with business, education, and community leaders; skill in collecting and assembling data, preparing reports, monitoring progress, analyzing data; skill in budget preparation; ability to administer programs; ability to select, motivate, counsel, and evaluate subordinate personnel; and skill in adapting styles to divergent situations.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelor's degree from an accredited college or university with major course work in business administration, public administration, or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured; and are primarily with high-level individuals inside and outside the Office, such as chief business officials, personnel managers, administrative law judges, adjudicators, and witnesses; and contacts require planning, promoting, strategy development, decision-making, and problem-solving.
SUPERVISION: Directly supervises skilled staff.
