DIRECTOR, INTERNAL BUSINESS SERVICES
SUMMARY: Directs and supervises the development of the program budget, internal and financial control services, and payroll services; conducts financial analyses and other special studies; and performs all other related duties.
ACTIVITIES:
35% FISCAL ADMINISTRATION
Estimates revenues and expenditures; develops budget guidelines and instructions; trains managers in budget and account control; reviews and assesses impact of proposed budget revisions; reviews and approves grant proposals and budgets within preset guidelines; and monitors and analyzes budgets on a continuing basis.
30% PROGRAM MANAGEMENT
Manages the budget, accounting, payroll and attendance accounting functions; directs the preparation of Board of Education transmittals for budget revisions; directs the preparation of Gann limit calculations in collaboration with appropriate staff; prepares and files state revenue and budget reports and provides Board with financial status of reports; addresses program problems with program managers, documents problems, and confers with division heads; prepares written reports and makes presentations to the Board; develops, administers and monitors program budget; and develops program priorities, goals, and objectives.
20% PROGRAM DEVELOPMENT
Provides analysis assistance for executive management by researching and reporting on any financial questions; analyzes proposed and chaptered school finance legislation to determine impact on Office programs; and provides financial data and analyzes cost factors in labor contracts for Office negotiations.
10% SUPERVISION
Selects, trains, assigns work to, delegates responsibility to, and evaluates support staff.
5% RELATED ACTIVITIES
Performs other duties as directed.
DECISION-MAKING AND PROBLEM-SOLVING: Researches, monitors, and recommends standards, procedures, and methods that have significant impact at departmental, divisional and organizational levels; guides budget development process; ensures adherence of all budgets and budget revisions to master criteria; and initiates, analyzes, and reviews all systems development efforts in budget, accounting and payroll functions. Forecasts trends and sets direction for Office and/or participates in planning for external agencies; uses non-traditional/creative approaches to problem-solving; recommends new or revised standards, policies, etc.; uses specialized techniques in analysis of collected data; situations are varied and frequently highly complex; and participates in decisions that have major impact on the entire Office.
REQUIRED MINIMUM SKILLS AND ABILITIES: Mastery skill in interpreting aspects of school law and applicable government and administrative codes; knowledge of legislative process and how school laws are developed; knowledge of educational budgeting and accounting; ability to understand and interpret applicable laws, codes, court rulings, policies and regulations; ability to use effectively appropriate data processing and information systems; knowledge of all aspects of school and governmental finance; advanced skill in communicating in critical situations, orally and in writing, with business, education, and community leaders; mastery skill in financial and statistical analysis and control; mastery skill in creative and adaptive program planning, design, implementation, maintenance, and evaluation; advanced skill in managing personnel through subordinate management and supervisory staff; and mastery skill in working with others in both authority and non-authority relationships on a routine basis.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Master's degree from an accredited college or university with major course work in public accounting, finance, business or public administration, or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Five years job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts have little or no predetermined structure, and are primarily with high-level individuals inside and outside the Office, such as Superintendent, assistant superintendents, outside auditors, and union representatives; and contacts require decision-making and problem-solving where office-wide, cross-divisional concerns are at stake.
SUPERVISION: Directly supervises management and other support staff.
