CLASS TITLE: Television Operations Coordinator
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES:
Plans and coordinates the technical aspects and performance of the television center studio of the County Office of Education. This job class requires knowledge of television control room operations, audio-visual and video equipment operations and maintenance as well as FCC rules and regulations.
DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
The class of Television Operations Coordinator performs at advanced journey level. This job class is responsible for the efficient set up, operation, and maintenance of the television studio and related equipment. Employees in this class receive limited supervision within a standard framework of policies and procedures. The specific duties of this class vary significantly in width, technical scope, range, and responsibility.
This class differs from the Television Video Specialist in that incumbents of the latter perform technical duties in the production of video products for broadcasts, CDs, on-line courses, video steaming, and other video productions. This class differs from the Television Media Technician in that incumbents of the ladder are responsible for the review, acquisition, maintenance, and inventory of media materials and products.
ESSENTIAL TYPICAL DUTIES:
Plans and coordinates the technical aspects and performance of the television center studio of the County Office of Education
Operates television and control room equipment including videocassette records, cameras, and video editing equipment
Operates satellite antenna controls and satellite receivers
Monitors and maintains television control room equipment while on the air to ensure equipment is functioning properly
Develops, prepares, and maintains computer databases, daily logs, and other records related to programs received and broadcast through control room
Duplicates video and audio from master tapes and cassettes and maintains records of transactions
Serves as studio technical director, overseeing setup and operation of production equipment during taped or live productions
Provides videotaping services including setup for workshops and meetings as needed
Assists in instructing users the proper operation of audio-visual and video equipment
Researches, evaluates, and recommends new broadcast and operations software, equipment, and integrates software and equipment into control room upon acquisition
Assists in establishing department objectives, policies, and procedures
Performs minor maintenance and cleaning of equipment as needed, trouble shooting transmission or equipment problems
Routes broadcast signals including down linking teleconferences and videoconferences
Operates, configures, and installs software and peripheral equipment on desktop computers
Remains abreast of technology advancements, integrating technology to meet changing operational needs; operate appropriate equipment to distribute video programming
Operates standard office equipment such as a desktop computer, fax machine, copier, and printer
May assists in the training of other television staff personnel
Attends conferences, seminars, and training courses or workshops as assigned
Performs other related duties as assigned.
EMPLOYMENT STANDARDS
Knowledge of:
Principles, practices, procedures, terminology, and technical operations of a television control room
Instructional Television Fixed System (ITFS) operations including satellite down links and videoconferencing
Principles, practices, procedures, and operations of video, audio, audio-visual and satellite equipment
Analog and digital electronic theory and applications
Standard office principles, procedures, methods including record-keeping techniques and filing systems
Desktop computer operations and software applications used for word-processing, database management, and computer editing
Principles of training, leadership, and customer service
Proper English usage including grammar, punctuation, spelling, and sentence structure.
Ability to:
Coordinate the operations of the Television Services Center including setup, production and related equipment operations
Communicate effectively in both oral and written form
Plan and organize work assignments to meet deadlines and television schedules
Understand and follow both oral and written instructions
Understand operating procedures and of television control room and studio equipment
Skillfully operate television control and studio equipment
Effectively use and operate a variety of audio-visual and video equipment including equipment associated with duplicating, production, and satellite reception and operation
Train, guide, and provide responsible assistance to others
Operate, configure, and install software applications and peripheral equipment on various computers
Establish and maintain television and video program databases, files, logs, and records
Perform minor maintenance repairs to audiovisual video and other equipment used in the performance of required duties
Remain current with the advances of technology
Establish and maintain effective work relationships with those contacted in the performance of required duties.
EDUCATION AND EXPERIENCE
Generally, any combination of education and experience that could provide the required knowledge and abilities will be considered as qualifying. A typical method of demonstrating these qualifications would be:

WORKING CONDITIONS: While performing the duties of this job, the employee regularly works indoors. The employee is occasionally exposed to outside weather conditions. May be required to use personal vehicle in the course of employment. May be required to attend evening meetings and travel, and may be required to work evenings or weekends. The noise level in the work environment is usually moderate.
PHYSICAL DEMANDS: While performing the duties of this job, the employee frequently required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to sit. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to focus.
