CLASS TITLE: Television Video Specialist
DESCRIPTION ON BASIC FUNCTION AND RESPONSIBILITIES
Performs a variety of responsible technical duties in the pre- and
post-production of video products for broadcasts, CDs, on-line courses, video
steaming, and other video productions in the Television Services Center of the
Santa Clara County Office of Education. This job class requires specialized
technical knowledge of video editing, studio and field production and equipment
as well as the ability to effectively communicate ideas and concepts in oral and
visual form.
DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
The class of Television Video Specialist performs at advanced journey level.
This job classification are responsible for the production of video products
using specialized editing, graphics, software, and complex audio/video
equipment. Employees in this class receive limited supervision within a standard
framework of policies and procedures. The specific duties of this class vary
significantly in width, technical scope, range, and responsibility.
This class differs from the Television Operations Coordinator in that
incumbents of the ladder are responsible for the efficient set up, operation,
and maintenance of the television studio and related equipment. This class
differs from the Television Media Technician in that incumbents of the ladder
are responsible for the review, acquisition, maintenance, and inventory of media
materials and products.
ESSENTIAL TYPICAL DUTIES
- Performs a variety of responsible technical duties in the pre- and
post-production of video products for broadcasts, CDs, on-line courses,
video steaming, and other video productions
- Operates video editing equipment, converting audio tape and video tape
from one size to another and duplicating audio or video tapes
- Operates equipment in audio and video programs including edit controller,
video tape playback and recorders, video camera, audio mixers, ITFS
switchers, personal computer, and related equipment
- Utilizes specialized editing, graphics, software, and complex audio/video
equipment
- Plans and carries out the photographic, audio, and video coverage for web
delivery, using appropriate cameras and equipment
- Makes an independent editing judgments to determine special effects,
composition, and overall design
- Sets up and records voice over narration as needed for productions
- Sets up and operates video equipment for field and studio productions
- Remains current with television technology and related fields
- Communicates with vendors, ordering replacement or additional video
equipment and supplies as assigned
- Sets ups and newly acquired equipment; troubleshoots video and computer
equipment as needed
- Prepares storyboards and scripts for programs and presentations as
required
- Assists County Office staff and clients in the preparation of
presentations of various kinds
- Supports other SCCOE departments/programs with television, audio-visual
production and editing needs
- Serves as the television producer/director as needed
- Performs related duties as required.
EMPLOYMENT STANDARDS
Knowledge of:
- Current and emerging television production procedures, practices, methods,
techniques, and terminology
- Professional television production equipment, audio-visual equipment, and
other related equipment used in video editing and production
- Desktop computer operations and related peripheral equipment, and software
applications including database management, word processing, and desktop
publishing software
- Standard office principles, procedures, and practices including
record-keeping and filing systems
- Proper English usage including grammar, punctuation, spelling, and
sentence structure
Ability to:
- Effectively communicate in both written and oral form
- Effectively operate video editing, special effects, audio mixing, and
related studio equipment
- Perform studio equipment maintenance and installation
- Use complex editing, graphics, and composition software, and operate a
personal computer and related equipment
- Plan, organize and prioritize assigned tasks to timelines and schedules
- Work effectively, both on independent projects and those requiring a team
effort
- Keyboard/type at a rate for successful job performance
- Interpret and visually display both written and verbal instructions
- Lift and carry audio/video equipment, with a weight of 30 lbs., for short
distances
- Video record for extended periods of time involving significant standing
or sitting
- Work irregular schedules including evenings and weekends as required
- Maintain accurate records and files
- Establish and maintain effective work relationships with both internal and
external clients, production crewmembers and others contacted in the
performance of required duties.
Possession of:
- A valid Class 3 California driver's license with a driving record which
meets the County Office of Education's insurance requirement.
TRAINING AND EXPERIENCE
Generally, any combination of education and experience that could provide the
required knowledge and abilities is considered as qualifying. A typical method
of demonstrating these qualifications would be:
o Two-years of college or university coursework in television, media,
communications, or a closely related field and;
o Two-years experience in video editing/production.
BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit
WORKING CONDITIONS: While performing the duties of this job, the
employee regularly works indoors. The employee is occasionally exposed to
outside weather conditions. May be required to use personal vehicle in the
course of employment. May be required to attend evening meetings and travel, and
may be required to work evenings or weekends. The noise level in the work
environment is usually moderate.
PHYSICAL DEMANDS: While performing the duties of this job, the
employee frequently required to stand; walk; use hands to finger, handle, or
feel; reach with hands and arms; and talk or hear. The employee is occasionally
required to sit. The employee must occasionally lift and/or move up to 50
pounds. Specific vision abilities required by this job include close vision,
distance vision, color vision, peripheral vision, depth perception, and ability
to focus.
