CLASS TITLE: Postal Services Assistant
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
Receives, sorts, batches, processes, and distributes incoming and outgoing mail for the Santa Clara County Office of Education; maintains a variety of records relating to mail by both U.S. and inter-office processes including certified, express, and special delivery mail; provides U.S. stamp vending services to staff; and performs other related duties as assigned. Employees in this classification receive general supervision within a framework of standard policies and procedures. This job class is responsible for the timely distribution and proper processing of incoming and outgoing U.S. and inter-office mail of the County Office of Education. This job class requires adherence to postal regulations as well as accurate record-keeping of incoming and outgoing mail.
TYPICAL DUTIES
Sorts, processes and distributes incoming and outgoing mail by department, work unit, internal mail code, zip code, or other applicable means for distribution
Batches, sorts, and stamps outgoing mail using electronic scaling equipment, automated accounting/charging systems, and a postage meter
Determines class, type of postal rate for sending mail, and related costs; recommends cost effective methods of processing outgoing mail
Ensures outgoing U.S. mail is charged to the appropriate department or work unit; maintains balances in postage accounts including metered, bulk, postage by phone, and business reply
Maintains staff, department, work unit, and school site mail boxes; provides stamp vending services to staff
Determines work priorities and makes adjustments accordingly
Verifies imprinted bulk mailings for proper form and accuracy
Receives and signs for incoming parcel packages, notifies appropriate departments, units, and staff for pick up
Delivers and retrieves mail from administrative departments and work units
Maintain various records including mail charge backs, bulk mailing, postage by phone, and others
Informs supervisor regarding issues affecting the efficiency of the mail room and its operations
Responds to questions and advises staff regarding postal rates, regulations, standards, and requirements
Makes minor adjustments to postal equipment as needed
Lifts mailbags and packages
Maintains an accurate inventory of postal materials; orders additional postal items as needed
Provides general clerical assistance to purchasing and warehousing services units as needed
Performs other related duties as assigned.
EMPLOYMENT STANDARDS
Possession of:
A valid and appropriate California Driver's License
A driving record which meets the County Office of Education's insurance requirements
Knowledge of:
Modern office methods, practices, procedures and equipment
Proper record-keeping procedures and filing systems
Basic microcomputer operations and office application programs
Proper safety regulations relating to lifting heavy packages and parcels
Ability to:
Learn, interpret, apply, and remain abreast of postal regulations, fees, services, and standards
Alphabetize and compare notes and numbers rapidly and accurately
Perform clerical tasks related to job duties with speed and accuracy
Maintain accurate records and filing systems
Accurately calculate weights and postal rates
Communicate effectively in both written and oral form
Understand and carry out both oral and written instructions
Effectively perform duties under the stress of meeting deadlines
Operate a variety of office and postage equipment including a microcomputer, fax machine, copier, postage meter, and postage scale.
Meet the physical requirements of the job, including lifting mailbags and packages
Establish and maintain effective working relationships with those contacted in the performance of related job duties
TRAINING AND EXPERIENCE
Generally, any combination of training and experience equivalent to possession of a high schoold diploma supplemented by one year of general clerical/office or record-keeping experience. Knowledge of general mailroom operations is preferred.
