JOB TITLE: Operations Specialist

DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES

To assign and schedule special education students to busroutes for transport to designated school and/or sites in the County; tomonitor, coordinate, adjust, and modify bus routing systems based upon studentenrollments, adds, drops, and transfers; and to respond to questions, complaints,and client requests related to transportation activities, operations, andservices. Employees in this classification receive limited supervision withina broad framework of standard policies and procedures. This job class exercisesresponsibility for ensuring that special education students are appropriatelyscheduoled and routed to designated sites in an effective and timely mannerand for coordinating and monitoring the effectiveness of the transportationand routing systems.

TYPICAL DUTIES

Prepares, adjusts, and monitors the billing to districts for transportation services.

May recommend departmental procedures and needs for the transportation system.

Acts as a liaison between transportation scheduling, school districts, and County Office of Education personnel.

Acts as an inforamtion and technical specialist regarding work methods, procedures, and problems.

Acts as a liaison between supevisors and other transportation personnel, relaying in formation regarding special scheduling, minimum days, school calendars and problems.

Creates, prepares and modifies a variety of cmputerized and other reports and correspondence related to assigned functions.

Receives, logs, verifies and processes bus service requests (BSR's) to assign and schedule special education students to specified bus routes in the transportation system.

Evaluates BSR's to determine the type of transport services needed for individual students; assesses students student disabilities and special needs and assigns to appropriate route and drivers.

Operates a computer terminal to input and log information on new students or to update information related to student enrollments, adds, drops and/or transfers.

Performs map tacking to identify, monitor and update any changes in established bus routes, stops and services.

Coordinates daily routing and scheduling changes with appropriate bus drivers or supervisors via telephone, radio, in person or in writing.

Confers with school districts, school site administrators and parents regarding transportation scheduling and routine activities and operations.

Develops and/or modifies bus schedules and routing consolidations.

Monitors daily schedules and routing operations of the transportation network to ensure compliance with service parameters and to maximize transportation effectiveness.

Initiates routing adjustments in response to changing student load requirements.

Evaluates county traffic patterns for scheduling and routing functions.

makes visits to school districts and school sites to explain and coordiante transportation policies, procedures and services.

Perform other duties as required.

EMPLOYMENT STANDARDS

Possession of:

A valid and appropriate California Driver's License

A driving record which meets the County Office of Education's insurance requirements.

Knowledge of:

The provisions of the California MOtor Vehicle Code and the Education Code applicable to the transport of special education students.

Topography and road conditions in the County and related areas.

Transportation routing and scheduling to include computer systems applications.

Effective transportation routing and scheduling procedures.

Special Education transportation requirements.

Proper record-keeping proceudres and methods.

Ability to:

Analyze and comprehend transportatin planning activities and requirements.

Operate a computer terminal.
