CLASS TITLE: Migrant Education Program-Community Liaison
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To assist school site with the Migrant Student Record Transfer System; Identification and Recruitment, migrant education program related problems and activities. Employees in this classification receive general supervision from a regional office administrator within a broad framework of policies and procedures. This job classification requires initiative and motivational skills as well as a thorough knowledge of the Migrant Education Program, particularly the Migrant Student Record Transfer System/Identification and Recruitment Component.
TYPICAL DUTIES
Conducts on-site desk audits of Support Services Clerks and Statistical Liaisons to assess quality of the Migrant Student Record Transfer System/Identification and Recruitment procedures and methods.
Provides direction to Supportive Services Clerks and Statistical Liaison on the Migrant Student Record Transfer System/Identification and Recruitment procedures and methods.
Provides individual and group inservices on various Migrant Student Record Transfer System/Identification and Recruitment procedures, methods, policies and regulations.
Assists the Supportive Services Clerks in identifying local and county-wide health and dental providers for migrant students.
Assists the Supportive Services Clerks with meeting the Migrant Student Record Transfer System/Identification and Recruitment, and Health Component deadlines.
Assists Supportive Services Clerks and migrant families in the solution of problems which interfere with student success in school.
Meets with district coordinators, project directors, principals and support staff to plan an Identification and Recruitment search in non-program districts.
Conducts Identification and Recruitment in non-program districts for possible development of a local Migrant Education Program.
Reviews Certificates of Eligibility, educational data updating, and health data updating for accuracy and completeness.
Assists program nurse(s) in implementing the Region I Health Component at both the regional district level.
Assists terminal operators with data entry during impaction periods
Prepares reports and correspondence as needed.
Serves as a liaison between district migrant programs and regional office.
Going out to districts to audit work of Statistical Clerks
Performs related duties as required.
EMPLOYMENT STANDARDS
Possession of:
A valid and appropriate California Driver's License
A driving record which meets the County Office of Education's insurance requirements
Knowledge of:
Assigned program community, including the culture and heritage of the community
The needs and problems of students associated with assigned program community
Relevant public and private agencies which service assigned program community
The identification and recruitment methods used in the migrant program
The Migrant Student Record Transfer System
Ability to:
Effectively communicate in both oral and written form
Organize and implement various programs and objectives to achieve assigned goals
Analyze situations accurately and adopt an effective course of action
Effectively motivate others and coordinate their efforts
Perform desk audits and evaluate the work of others
Work independently and manage time effectively
Effectively train and inservice others in the performance of their jobs
Establish and maintain effective work relationships with those contacted in the performance of required duties
TRAINING AND EXPERIENCE
Generally, the above knowledge and skills will have been achieved through any combination of education and experience equivalent to three years of direct migrant education program experience involving identification and recruitment of migrant students and the Migrant Student Record Transfer System.
