Job Description

MANAGER, ORGANIZATION DEVELOPMENT

SUMMARY: Manages, oversees, and supports internal staff development, quality management, organization development and training services for the County Office of Education; designs, develops, and implements a systematic and continuous quality management, organization and staff development training programs; supports the Office goal of enhancing the delivery of effective and efficient and support services by assuming a leadership role in the transformation to a quality organization; acts as a change agency for the County Superintendent of Schools, management team, and staff; supervises support staff; and performs all other related duties.

ACTIVITIES:

40% PROGRAM DESIGN/DEVELOPMENT AND TECHNICAL ASSISTANCE
Designs, develops, plans, implements, and markets staff development orientations, in-service and training programs for managers, supervisors, and support staff regarding the quality management System, management skills, and other training as needed based on identified needs through assessment; aligns quality management training programs with organization development needs and the vision of the Office; participates as an active member of the Superintendent's staff to plan, implement, and assess the goals and objectives of the County Office of Education; prepare Board Agenda Items and information relative to staff development, quality management and other areas as assigned; acts as a consultant to the Superintendent, administrative council, departments, and schools in matters pertaining to internal staff development and quality management; coordinates and implements comprehensive accountability systems including organization and community reports of results.

30% PROGRAM DELIVERY AND MANAGEMENT
Coordinates, participates in the planning of and promotes the annual County Office Staff Development Day for the County Superintendent of Schools; promotes effective channels of communication with Office employees and the public about services provided by the County Office of Education; provides responsible leadership and innovation in selecting and presenting workshops, in-services, and training modules in quality management, customer satisfaction, workplace diversity, health/safety, technology, team building, leadership, conflict resolution, and other areas as assigned; monitors, measures, evaluates, and reports on quality management program effectiveness, training program content, and participant satisfaction; coordinates the COE's transformation through Quality Management including consulting services, planning, and training; evaluates and coaches trainers; develops a pool of in-house trainers; and seeks and obtains the services of external training consultants and/or presenters, and negotiates and administers related agreements.

15% SUPERVISION
Selects, trains, assigns work to, delegates responsibility to, and evaluates support staff.

10% BUDGET
Administers and monitors program expenditures.

5% RELATED ACTIVITIES
Performs other duties as assigned by the Superintendent; serves as a member of, resource to, various committees; and performs all other related duties.

DECISION-MAKING AND PROBLEM SOLVING:

Determines the content of Quality Management, staff development and other training programs, and methods of promotion; develops and implements short and long-term plans; provides data for long-term planning; requires independence and autonomy in decision making within a framework of broadly stated policy guidelines, precedents, specialized knowledge, and prior research; situations are varied and sometimes highly complex; makes decisions that sometimes have a major impact across Office branch units.

REQUIRED MINIMUM SKILLS AND ABILITIES:

Mastery skill in creative and adaptive program planning, design, marketing, implementation, maintenance, and evaluation; ability to write, create, and review effective orientation, training materials, modules, and publications; advanced skill in the application and delivery of Quality Management concepts, theories, and methodologies as well as staff development programs that are responsive to management, staff, and clients; ability to demonstrate mature judgment, flexibility, diplomacy, a sense of humor, and physical and emotional stamina; ability to relate well to all members of the educational community; advanced skill in leadership, organizational development and management; knowledge of applicable laws, regulations, rules, statutes, and codes; knowledge of training techniques, assessment and research methods; and ability to demonstrate high standards of customer service and accountability for program results. Advanced skill in communicating in critical situations, orally and in writing, with business, education and community leaders; advanced skill in budget preparation and control; ability to administer programs; ability to select, motivate, counsel, and evaluate subordinate personnel; and advanced skill in adapting style in divergent situations with groups on a frequent basis.

REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING:

Bachelor's degree from an accredited college or university with major course work in organizational development, organizational management, human resources, psychology or a related field; a Masters degree is preferred; and a valid California driver's license.

REQUIRED MINIMUM PRIOR WORK EXPERIENCE:

Five years of job related and progressive experience in quality management training and/or staff development with demonstrated competence in organizational design, planning, service delivery, and evaluation.

REQUIRED INTERACTION (NON-AUTHORITY):

Contacts are usually unstructured and are frequently with high-level individuals inside and outside the work unit such as assistant superintendents, human resources directors, and training professionals; contacts require planning, promotion, strategy development, decision-making, and problem solving.

SUPERVISION:

Supervises highly skilled staff.
