Job Description
MANAGER, EVALUATION AND RESEARCH
SUMMARY: Manages, plans, coordinates, delegates, and supervises research and evaluation activities; designs research and evaluation methodology; serves as resource in the areas of program evaluation and educational research; and performs all other related duties.
ACTIVITIES:
60% RESEARCH AND EVALUATION
Meets and confers with clients to refine research questions or develop evaluation plans; designs and studies and develops instruments and data collection procedures; assists with the design and negotiation of agreements; collects and analyzes data; reports findings in both written documents and oral presentations; trains departmental staff and other employees on research techniques; and meets with supervisors and support staff for planning, review, and information exchange.25% SUPERVISION
Recommends for selection, trains, assigns work to, and evaluates support staff.10% TECHNICAL RESOURCE
Receives and responds to inquiries relating to all aspects of program evaluation and educational research; and reviews and implements new methods for educational evaluation and research.5% RELATED ACTIVITIES
Assists with administering budget; and performs all other related duties.
DECISION-MAKING AND PROBLEM-SOLVING:
Develops research and evaluation studies to meet needs of clients and Office staff. Develops and implements short-term and long-term plans; provides data for long-term planning in own division; requires some independence and autonomy in decision-making within framework of broadly stated policy guidelines, precedents, specialized knowledge and prior research; situations are varied and frequently highly complex; and makes program decisions that sometimes have major impact on a division and/or its clients.
REQUIRED MINIMUM SKILLS AND ABILITIES:
Advanced skill in work design and programming with high degree of conceptualization and creativity when involved in designing and developing research and evaluation instruments; mastery skill in communicating in critical situations, both orally and in writing; mastery skill in financial and other statistical analysis; ability to modify systems procedures and programs within area of responsibility; ability to select, motivate, counsel, and evaluate subordinate personnel; and skill in adapting style to divergent situations.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING:
Master's degree from an accredited college or university with major course work in research methods, statistical techniques, measurement theory and techniques, analytical skill development, or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE:
Four years job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY):
Contacts are usually unstructured, and are frequently with high-level individuals inside and outside the unit, such as Office administrators and outside clients; and contacts require planning, promoting, strategy development, decision-making, and problem-solving.
SUPERVISION:
Directly supervises professional/specialist and other support staff.
