Job Description
MANAGER, TV-MEDIA PRODUCTIONS
SUMMARY: Supervises the Video Library and Instructional Television Fixed Service (ITFS); plans and organizes marketing, communication, and production tasks; supervises support staff; and performs all other related duties.
ACTIVITIES:
40% MARKETING, COMMUNICATION, AND PRODUCTION
Develops and participates in presentations for marketing ITFS and other media services to schools, districts, and other client groups; develops and supervises methods of marketing and communication; participates with and attends meetings to share information on audio-visual materials and services; assists school and district staff in providing ITFS inservices; participates with presenters in the development and production of inservice and other programs for use on the ITFS system; and monitors guidelines pertaining to broadcast rights and duplication of copyright materials.
30% PROGRAM ADMINISTRATION
Meets with EMC video advisory group; arranges meetings, develops agenda, and participates in the development of EMC policies; develops procedures for the video library; meets with producers and distributors to share new curriculum needs; recommends fees and video contracts for private schools, public agencies, nonprofit groups, and business and industry organizations; conducts research and assists with forecasting trends for curriculum development; prioritizes material for purchasing; approves and authorizes the selection of material for preview and evaluation; supervises the dissemination and filing of all yearly management reports; supervises ITFS classroom scheduling; plans and coordinates all programming for the four-channel ITFS system; and approves and authorizes use of ITFS classroom equipment.
10% SUPERVISION
Selects, trains, coordinates, monitors, and evaluates support staff.
10% BUDGET
Assists with the development and writing of funding proposals; and recommends and monitors film/video, ITFS, and travel budgets.
10% RELATED ACTIVITIES
Serves on media committees as assigned and performs all other related duties.
DECISION-MAKING AND PROBLEM-SOLVING: Recommends fees and video contracts for organizations outside the public schools; assists producers and distributors in identifying and meeting new curriculum needs; prioritizes materials for preview and evaluation; arranges for acquisition of prerecorded materials; and negotiates ITFS rights with producers for video and live satellite programs. Develops and implements short-term plans in own program/department; requires frequent exercise of discretionary judgment and specialized knowledge in interpreting and applying policies; situations are varied and moderately complex; and makes program decisions that sometimes have major impact on a division and/or its clients.
REQUIRED MINIMUM SKILLS AND ABILITIES: Library skills such as preview, evaluation, acquisition, cataloging, coordination, and inventory; knowledge of video quality and copyright guidelines; knowledge of ITFS equipment and production methods; knowledge of laws, rules, and regulations pertaining to ITFS; advanced skill in communicating with others, both orally and in writing with large and small audiences; skill in collecting and assembling data, preparing reports, monitoring progress, analyzing data; skill in budget preparation; ability to modify systems procedures and programs within area of responsibility; ability to select, motivate, counsel, and evaluate support personnel; and skill in working effectively with others in a wide variety of situations.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelor's degree from an accredited college or university with major course work in television production, instructional technology instructional television or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job-related experience with demonstrated competence. Experience in video streaming and instructional technology preferred.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured; contacts are frequently with high-level individuals inside and outside the work unit, such as administrators, producers, vendors, distributors, and industry trainers; and contacts are to gather data for decision-making and problem-solving.
SUPERVISION: Directly supervises highly skilled and other support staff.
