CLASS TITLE: Library Technical Specialist
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
Provides highly responsible and specialized technical support in the acquisition, circulation, reference, cataloging, serials management for library, media, and instructional materials of the Professional Library; conducts on-line search service functions; and oversees the library information systems in the Professional Library Center. This job class provides system administration, training and support for the integrated library information system. Employees in this classification receive limited supervision within a broad framework of policies and procedures and may function in a lead capacity and direct the work of others.
DISTINGUISHING CHARACTERISTICS
The classification of Library Reference/Technical Specialist provides in-depth reference to patrons, in person and by telephone or mail, using resources available in the library collection, specialized databases and information from other government and private agencies.
ESSENTIAL TYPICAL DUTIES
Receives and analyzes reference requests; interviews requesters to determine content of request; conducts follow-up to determine usefulness of material; conducts computer searches and formulates search strategies
Provides system administration, training, and support for the integrated library automation system
Catalogs and processes incoming materials, verifying cataloging information available from acceptable resources or performing original cataloging as necessary; maintains current classification and subject headings as established by the Library of Congress
Uses Internet, electronic mail and on-line library systems in the provision of reference services within licensing/legal parameters; and recommends system modifications
Coordinates and oversees orders for new equipment and materials such as books, tapes, journals, and institutional memberships for the Professional Library; selects items for purchase of materials; and confers with vendors regarding new items
Assists with software installations; develops and maintains procedures for system security; troubleshoots problems; assures proper maintenance of system hardware and software
Designs, implements, and oversees a library collection of various materials including a library information system for acquisitions, cataloging, on-line Public Access Catalog, booking/circulation, serials, and purging
Provides orientation to resources, procedures, and assistance to patrons in locating information; provides training to patrons in the operation of systems and equipment
Plans, and coordinates a variety of meetings, workshops and conferences; develops and makes presentations in-service training for library staff, teachers and program managers
Composes, edits, and proofreads correspondence, memorandums, bulletins, and reports; designs and disseminates public relations materials to promote the Professional Library
Initiates or develops additional programs, systems, and services; prepares procedural instruction for system users; coordinates the program services and the maintenance of instructional materials collection
Provides continuous training, work direction, and technical assistance to other library services staff
Makes presentations to school district personnel or others on the resources and services available in the Professional Library
Circulates and disseminates library materials according to established procedures; prepares, verifies, and distributes annotated bibliographies and records on selected subjects related to education
Assists County Office and school district staff in the selection and order of library, media, and instructional materials; provides clients with library reference resources
Operates a desktop computer to create and maintain library management databases as well as standard office equipment such as a computer, copier, fax machine, calculator, and printer
Performs related duties as assigned.
EMPLOYMENT STANDARDS
Possession of:
A valid and appropriate California Driver License and a safe driving record which meets the County office of Education's Insurance requirements.
Knowledge of:
Modern office procedures, methods, and equipment including effective record-keeping and filing system practices, software applications, and personal computer operations
Library organization, terminology, concepts and processes including cataloging, acquisitions, reference procedures, serials management, and bibliographic resources; circulation service, delivery systems involving a variety of print and related materials and media collections
Reference procedures and sources; cataloging procedures; Library of Congress classification system and subject heading, MARC format, filing and descriptive cataloging rules
Library information systems including terminology, concepts, and applications as related to integrated systems, remote access, the Internet and LANs/WANs.
Available on-line information services including costs, specialties, and scope of services
Education practices and terminology
Proper English usage including spelling, punctuation, syntax, grammar, and sentence structure
General business math principles
Ability to:
Perform in-depth reference services using computerized reference service systems; and apply innovative technology to library management and information services
Order, catalog, and process book and non-book materials
Read, analyze, and interpret narrative and statistical data
Communicate effectively orally and in writing using tact and diplomacy
Plan and conduct workshops, and present information to individuals and large groups
Troubleshoot problems and/or interact with technical support staff
Determine appropriate search strategies for the library collection and computer databases
Assist patrons in the use of the Professional Library and interpret search requests and respond with tact and diplomacy
Remain abreast of emerging technologies and trends in the field including virtual libraries, digital/analog film libraries on demand, etc.
Contact publishers, distributors and suppliers regarding shipping/receiving and discrepancies in purchased orders
Serve as a lead to and direct and oversee the work of others
Organize and maintain a variety of records, files, and materials
Compose procedural instructions, correspondence, reports, and prepare public relations materials
Work independently with minimal direction
Meet schedules and timelines
Establish and maintain cooperative work relationships with those contacted in the course of assigned duties.
EDUCATION AND EXPERIENCE
Generally, any combination of experience and education that could provide the required knowledge and abilities is qualifying. A typical method of demonstrating these qualifications would be:
• Bachelor's degree with coursework in library science; a Master's Degree is preferred; and
• Three (3) years of progressively responsible technical experience in a professional library including one year of experience performing library reference and technical functions.
BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit
WORKING CONDITIONS: Duties are performed in a library and office environment; constant interruptions; some positions especially those in higher series may include prolonged usage of desktop computer equipment.
PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a desktop computer; hearing and speaking to exchange information in person and on the telephone; seeing to read a variety of materials; sitting or standing for extended periods of time; lifting, pushing, carrying, pulling moderately heavy objects or book carts; bending at the waist, kneeling, or crouching; and reaching overhead, above the shoulders and horizontally to reach materials.
