CLASS TITLE: Job Development Specialist

DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES

Under administrative direction, promotes and develops public and private employment opportunities for students and adults in the Regional Occupational Programs (ROP), Workability and other similar programs of the Santa Clara County Office of Education. Employees in this classification receive limited supervision within a broad framework of policies and procedures utilizing a high degree of initiative, problem solving, and independent judgment. This job class requires specialized subject matter expertise in the area of job development and the ability to use tact, sensitivity, and judgment in working with students and employers. This job class is responsible for developing employment opportunities for ROP students and Workability program adults in the public and private sector.

TYPICAL DUTIES

Promotes career-technical training programs to public and private employers, and general public through various media

Develops individual training and employment plans using acquired data, career assessment, results, client interest, and goals

Contacts and meets with public and private employers to promote and develop employment opportunities for program participants

Assists employers in developing and reviewing job standards to identify jobs that can be occupied effectively by program participants

Conducts career-technical training workshops to students and adults on job identification, job search, job placement, application preparation, and interview techniques

Meets with and serves as a resource to managers, teachers, guidance counselors, and parents

Develops and presents brochures, pamphlets, and market organizational programs and services to prospective clients, agencies, and employers regarding career-technical training programs

Motivates and encourages students and adults to succeed in the labor market

Participates in the development of program policies and procedures

Assists with and participates in community, district, and job-related or employer advisory committees as assigned

Attends and participates in professional meetings, conferences, and workshops related to job training, job placement, and workforce development

Administers and scores standard career assessments

Conducts labor market surveys, placement, and follow-up surveys

Develops and maintains accurate record-keeping systems related to employment opportunities, client progress, expenses, mileage, and other job-related activities

Prepare reports for use by staff and other agency representatives in order to evaluate referral progress

Follows-up with parents, teachers, and employers regarding client's progress in training program and/or at the work site

May direct the work of others as assigned

Performs other essential job related duties as assigned.

EMPLOYMENT STANDARDS

Possession of:

A valid and appropriate California Driver's License with a driving record which meets the County Office of Education insurance requirements

Knowledge of:

Career-technical programs and counseling techniques

Applicable state and federal laws and regulations

At-risk behaviors and needs of special populations

Methods, techniques, and strategies of group presentations

Ability to:

Principles and methods of job, vocational, and career-technical programs as related to employee selection and placement

Public relations and community organizations

Economics, labor market and job market conditions and trends

Effectively use software applications including word-processing, presentation, and data base software programs

Proper English including grammar, punctuation, spelling, and sentence structure

Work with students and adults, individually, and in-groups, in an interpersonal manner

Communicate effectively in both oral and written form

Effectively interact with students and adults from different cultural and socioeconomic levels

Interpret and apply the American with Disabilities Act (ADA) as needed with employment issues

Speak effectively before groups of student, adults, educational representative, and community representatives

Effectively motivate and counsel high-risk clients for behavior modification to establish and achieve job and transitional development goals

Anticipate and resolve employment retention issues

Administer and score standard career assessments

Create resumes and sample job evaluations, employment applications, and cover letters

Keyboard or type at a rate of speed that ensures the completion of assigned duties

Develop schedules, manage priorities, and meet deadlines

Make appropriate referrals and recommendations to students and adults

Operate standard office such as a personal computer, fax machine, calculator, and copier

Effectively use word processing, database, and presentation software application programs

Understand and carry out both oral and written instructions in an independent manner

Establish and maintain effective work relationships with those contacted in the performance of required duties.

TRAINING AND EXPERIENCE

Generally, any combination of training and experience that provides the required knowledge and abilities is qualifying. A typical method of demonstrating these qualifications would be:

• Bachelor's degree from an accredited university or college with major coursework in public administration, business administration, psychology, or a closely related field or four years of directly related and progressive experience in occupational, personnel, job placement, or job development.

BARGAINING UNIT: Office, Technical, and Business Services (OTBS)

WORKING CONDITIONS: Duties are primarily performed in an office environment while sitting at a desk or in the work environments of clients and participating employers. Incumbents are required to drive to other educational agencies, client work sites, or administrative offices of participating employers.

PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a desktop computer and other office equipment; reaching overhead, above the shoulders and horizontally; stooping and bending to maintain and retrieve files; hearing and speaking to exchange information in person or on telephone; seeing to assure complete and accurate reports; sitting or standing for extended periods of time; and walking short distances.
