JOB TITLE: Human Resources Specialist

DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES

To perform a wide variety of highly specialized clerical and technical support functions in compensation, employment, personnel records, position control, certificated recruitment, or other areas for the certificated and classified personnel of the Santa Clara County Office of Education. Employees in this job class receive limited supervision within a board framework of specialized policies and procedures. This job class participates in the effective establishment and maintenance of a variety of personnel records and reports requiring independent judgment in the application of established personnel policies and procedures, including, legal statutes, merit system rules, administrative regulations, and bargaining unit agreements. This job class requires considerable initiative, accuracy, attention to detail, organizational skills, and the ability to focus on multiple tasks within stringent timelines.

TYPICAL DUTIES

Performs a variety of clerical technical support duties for certificated and classified personnel employed under varying regulations, bargaining unit agreements, work calendars, and salary schedules

Exercises responsibility for the provisions of services and the accurate and timely resolution of employee-related problems

Establishes files for newly-hired employees; maintains official personnel records and files for all regular, limited-term, provisional, temporary, substitute certificated and classified personnel

Schedules and coordinates employment processing and pre-placement medical examination appointments; audits employment forms for accuracy and corrects data submitted as needed; provides and explains terms and conditions for employment to appropriate authority, and distributes related materials

Receives and verifies and uses discretionary judgment to act on credentials, experience, degrees, official transcripts, background investigations, professional references, and tuberculin tests results; fingerprints new employees as needed

Establishes and calculates employees’ salary placement and various other compensation entitlements approved by the County Superintendent of Schools and in accordance with negotiated agreements, policies and procedures

Screens, processes, posts, and records all personnel and position control related documents such as employment authorizations, separations, transfers, reassignments, and other status changes;

Receives and reviews documents for selected candidates; ensures compliance with selection procedures; consults with appointing authorities and other service units in Human Resources

Researches and analyzes personnel records to resolve specific problems and responds to specific inquiries related to assigned personnel functions

Trains staff in policies and procedures relating to assigned functions

Prepares, initiates, and distributes certificated position announcements and application materials; coordinates published and on-line advertisements

Screens applications and supporting documents for certificated positions; coordinates candidate eligibility with Credential Services

Reviews documents for vacant positions; verifies parameters; ensures positions requiring pre-placement physicals and Bona Fide Occupational Requirements are appropriate

Serves as a resource for all levels of staff and general public regarding policies and procedures, bargaining unit agreements, administrative regulations, and personnel actions

Prepares and distributes a variety of forms, lists, and correspondence related to assigned personnel functions

Establishes and maintains a variety of computerized and manual record-keeping systems to monitor expenditures and generate corresponding reports relating to assigned personnel functions

Operates a personal computer, utilizing various software applications, to enter, update, purge, and modify specific personnel data, and identify discrepancies

Assists in the preparation and promotion of recruitment activities; attends recruitment fairs; monitors applicant demographic data

Performs all other related duties.

EMPLOYMENT STANDARDS

maintain accurate and confidential personnel records, in both computerized and manual systems

prepare a variety of correspondence, announcements, and reports relating assigned functions

work independently in stressful situations with limited supervision

understand and carry out oral and written instructions

keyboard accurately at a corrected speed of 50 net words per minute

operate a variety of office equipment including, but not limited to, calculators, typewriters, personnel computers and related peripheral equipment

maintain a cooperative and tactful relationship with those contacted in the course of assigned duties

EDUCATION AND EXPERIENCE

Generally, the required knowledge and abilities will have been acquired through a any combination of education and experience equivalent to three years of increasingly responsible human resources experience preferably in the public sector, supplemented by coursework in human resources management, recruitment, compensation, and/or employee relations.
