CLASS TITLE: GED Testing Proctor

DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES

To assist and participate in the day-to-day activities of the General Educational Development (GED) testing program for the Santa Clara County Office of Education; to perform a variety of routine clerical office tasks; and to perform other related duties as assigned.

DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES

The class of GED Testing Proctor functions at an entry level of performance. Employees in this job class receive close supervision from the GED Administrator (program manager) and direction from the GED Testing Examiner within a well-defined framework of policies and procedures. This job class performs routine testing and clerical office tasks for the Office’s GED testing program. Employees in this job class are required to possess a high school diploma or GED certificate.

This class differs from the GED Testing Examiner in that incumbents of the latter, coordinate the day-to-day activities of the GED testing program. This class differs from the ASD Student Assessment Technician in that incumbents of the ladder class support the academic testing services for designated ASD program sites.

ESSENTIAL TYPICAL DUTIES

Schedules GED testing appointments for GED applicants

Prepares and assembles testing materials; counts or verifies the count of test booklets

Verifies the identity and eligibility of testing candidates

May assist in the collection of fees and preparation of receipts

Responds to inquiries according to established GED guidelines

Explains routine GED rules and regulations

Refers callers or visitors to appropriate personnel

Distributes list of available GED preparation classes in Santa Clara County

Maintains a variety of records and files regarding GED testing

Assists in the preparation of candidate certificates, distributes

Prepares forms for depositing examination fees to the County Office service fund

Maintains communication with GED Administrator or Assessment/Testing Examiner

Arranges accommodations for applicants with disabilities or special needs as assigned

Resolves routine problems within a well-defined scope of authority

Prepares GED testing material order forms as assigned

May calculate and prepare invoices for agencies paying student fees

Attends GED training sessions or meetings as assigned

Perform other clerical office work of a routine nature

Performs related duties as assigned.

EMPLOYMENT STANDARDS

Knowledge of:

General office procedures, practices, and related equipment including record-keeping and filing methods

Telephone techniques and etiquette

Basic math including skill to accurately add, subtract, multiply, and divide

Interpersonal skills using tact, patience, diplomacy and courtesy

Basic desktop computer operations

Proper English usage including spelling, grammar, punctuation, and sentence structure

Ability to:

Submit evidence of a high school diploma or GED certificate

Learn applicable GED Examination, local, Federal and State procedures and regulations

Communicate clearly and effectively in both oral and written form

Learn, understand, and explain GED testing policies and procedures

Maintain a variety of records, filing systems and reports

Operate a desktop computer

Learn office software applications including word-processing and spreadsheets

Carry out oral and written instructions

Keyboard/type at a reasonable speed to complete assigned duties

Demonstrate professional maturity when interacting with callers, visitors, or other GED personnel

Establish and maintain a cooperative working relationships with those contacted in the course of assigned duties.

TRAINING AND EXPERIENCE

Generally, any combination of training and experience that could provide for the required knowledge and abilities is considered as qualifying. A typical method of demonstrating these qualifications would be:

• Possession of a high school diploma or GED certificate, and;

• One year of general office clerical experience.

BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit

WORKING CONDITIONS: Duties are primarily performed indoors at the GED testing facility of the Santa Clara County Office of Education.

PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a desktop computer keyboard and other office equipment; reaching overhead, above the shoulders and horizontally; stooping and bending; hearing and speaking clearly and distinctly to provide information in person or on the telephone; vision for maintain files, records, or reading guidelines and reports; and sitting or standing for extended periods of time.

NOTE: Recommended appointments to this job class are subject to the approval of the GED Administrator of the California State Department of Education. Persons instructing potential candidates for the GED Tests, particularly as teachers in Adult Basic Education (ABE), GED, or other secondary education programs, cannot be appointed to the job class of Assessment/Testing Proctor, GED Program (GED Testing Proctor).
