CLASS TITLE: GED Testing Examiner
(Alternate Chief GED Examiner)
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To coordinate, monitor, and participate in the day-to-day activities of the General Educational Development (GED) testing program for the Santa Clara County Office of Education; to administer, schedule, conduct, and publicize testing sessions; and to perform other related duties.
DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
The class of GED Testing Examiner functions at an advanced journey level of performance. Employees in this job class receive limited supervision from the GED Administrator (program manager) within a standard framework of policies and procedures. This job class is responsible for the overall quality of the Office’s GED testing program. Employees in this job class are required to possess a baccalaureate degree as well as experience in teaching, training, counseling, or testing.
This class differs from the GED Testing Proctor in that incumbents of the latter, perform GED testing activities under the direction of the GED Administrator or Chief GED Examiner. This class differs from the ASD Student Assessment Technician in that incumbents of the ladder class support the academic testing services for designated program sites. This class differs from the Classified Personnel Recruitment Specialist in that incumbents of the ladder administer, score, conduct, and oversee recruitment plans, employment examinations and skills testing in support of the classified personnel program of the Personnel Commission.
ESSENTIAL AND TYPICAL DUTIES
Conducts, controls, schedules, and publicizes examination sessions to GED applicants and participants in accordance with GEDTS policies
Explains state certificates and assists individuals in obtaining a state GED certificate; responds to inquiries and correspondence; schedules testing appointments
Communicates examination results to participants and agencies; addresses sensitive issues of confidentiality in reporting test results
Inventories and verifies the condition of all restricted testing materials; counts test booklets at the beginning and at the end of each testing session
Verifies the identity and eligibility of testing candidates; collects fees and prepares receipts
Determines which form of the examination to administer
Explains the rules and regulation prior to examination; and, if necessary, enforces GEDTS policies, rules, and regulations
Maintains GED test records, logs, reports, and other documentation
Scores examinations daily; averages the completed battery of examinations; makes copies of results
Prepares test result sheets and essay tests for delivery to scoring agency
Prepares certificates for each candidate after completing the battery of five (5) examinations
Deposits examination fees to the County Office service fund
Promptly informs the GED Administrator (program manager) and GEDTS of unusual events during the testing session; documents or completes appropriate forms
Compiles and maintains an accurate list of available GED preparation classes in Santa Clara County
Resolves problems with parents, agencies, schools and GED departments
Attempts to put nervous candidates for GED at ease; provides or arranges accommodations for applicants with disabilities or special needs
Counsels students who have failed the test and advises them of alternatives
Sets-up and maintains a set of accounting files and a chart of accounts
Compiles year-end statistical reports of GEDTS
Trains and oversees GED testing proctors
Orders testing materials
Calculates and bills agencies who pay student fees
Makes presentations to organizations interested in the GED program
Attends GED meetings sponsored by the California Department of Education
Performs related duties as assigned.
EMPLOYMENT STANDARDS
Knowledge of:
Test administration procedures including interpretation and measurement terminology
Modern office procedures and equipment including proper record-keeping and filing methods, and operation of a desktop computer, fax machine, calculator, and other peripheral equipment
Software applications used for word-processing and spreadsheets
Principles of public and community relations
Principles of supervision, training, and coordination of staff
Basic arithmetic and proper English usage, spelling, grammar, punctuation, and sentence structure
Ability to:
Submit evidence of a earned baccalaureate degree from a college or university accredited by one of the six regional associations authorized by the U.S. Department of Education
Be certified as an Alternate Chief Examiner by the California Department of Education, GED Office
Learn applicable GED Examination, local, Federal and State procedures and regulations
Counsel students and parents in the testing area and put GED candidates at ease
Communicate clearly and effectively in both oral and written form
Understand, interpret, and apply testing scoring methods and procedures
Assist in budget preparation and details or program administration
Establish and maintain a variety of records, filing systems and reports
Operate a desktop computer and use office software application programs for word-processing, spreadsheets, presentations, and databases
Train new GED staff and direct the work of others
Carry out oral and written instructions in an independent manner with minimal supervision
Keyboard/type at a speed required for the effective and timely completion of assigned duties
Establish and maintain a cooperative working relationships with those contacted in the course of assigned duties.
REQUIRED EDUCATION AND EXPERIENCE
Formal education to completion of a baccalaureate degree from a college or university accredited by one of the six regional associations authorized by the U.S. Department of Education; work experience related to the maintenance of technical records, preferably in the areas of examination and testing; and experience in teaching, training, or counseling.
BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit
WORKING CONDITIONS: Duties are primarily performed in the GED testing facility of the Santa Clara County Office of Education.
PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a desktop computer keyboard and other office equipment; reaching overhead, above the shoulders and horizontally; stooping and bending; hearing and speaking clearly and distinctly to provide information in person or on the telephone; seeing to assure complete and accurate reports; and sitting or standing for extended periods of time.
NOTE: Recommended appointments to this job class are subject to the approval of the GED Administrator of the California State Department of Education. Persons instructing potential candidates for the GED Tests, particularly as teachers in Adult Basic Education (ABE), GED, or other secondary education programs, cannot be appointed to the job class of Assessment/Testing Specialist, GED Program (Alternate Examiner/Testing Proctor).
