CLASS TITLE: Classified Personnel Recruitment Specialist
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To perform a wide variety of complex personnel clerical/technical support functions related to the County Office's recruitment of classified personnel in conformance with merit system law and the rules and regulations of the Personnel Commission. Employees in this job classification receive limited supervision from the Director of Classified Personnel Services, within a framework of specialized policies and procedures. This job classification participates in the effective establishment, application, and implementation of the Commission's classified employee selection, examination, and certification procedures, and related records. This job class requires considerable initiative, accuracy, attention to detail, skill in organization and computer software applications, and the ability to focus on multiple tasks within established timelines.
TYPICAL DUTIES
Establishes and maintains eligibility lists of job candidates within established guidelines and procedures, verifying qualifying employment standards, calculating scores for eligibility rankings, notifying applicants of placement on list and providing appropriate applicants for program managers who are hiring
Prepares job bulletins and recruitment information for vacant positions as assigned
Interprets merit system rules and regulations to candidates and the general public regarding examinations, selection process, classification specifications, restricted recruitments, salaries, and related personnel procedures and policies
Develops recruitment procedures in compliance with merit system rules, labor agreements, state and federal mandated programs, and other applicable policies and procedures
Administers, proctors, scores performance and written examinations including bilingual/biliterate examinations; notifies applicants of examination results
Receives, records, monitors, and maintains Request for Certification of Eligibles for specified vacant positions
Revises and updates the Personnel Commission's world-wide internet-web page and job/transfer telephone lines regarding vacancy announcements
Participates in the development, of employment applications, examinations, and referral procedures related to employment
Confers with program managers and principals regarding certification procedures, recruitment status, appraisal panel members, anticipated position vacancies and related problems and concerns
Assists applicants in applying for appropriate positions, matching skills and experience to available positions
Reviews applications and related documents, as assigned, to determine individual qualifications
Schedules qualification appraisal interviews, secures panel members; provides an orientation to members and monitors panel to ensure compliance with applicable regulations
Arranges accommodations for applicants with disabilities
Researches and compiles recruitment and personnel related information for specified reports
Performs related duties as required.
EMPLOYMENT STANDARDS
Knowledge of:
Office methods and procedures
Proper English grammar, punctuation, and sentence structure
County Office hiring policies, procedures, and regulations
General examination procedures including proctoring, scoring, and administration
Recruitment practices and procedures
Merit system laws, rules and regulations
Ability to:
Establish and maintain accurate personnel records and prepare routine reports
Interpret and apply policies and regulations pertaining to assigned functions
Accurately perform arithmetic calculations
Operate a variety of office equipment including calculator, typewriter and personal computer
Learn to access and revise the world-wide internet
Administer and correct standard examinations and maintain related records
Respond to a variety of public contacts with courtesy and tact both on the telephone and in person
Maintain calm and patience in stressful situations
Keyboard accurately at a speed of 45 net words per minute
Organize and prioritize assigned tasks to meet established schedules, timelines and/or deadlines
Effectively communicate orally and in writing to applicants and candidates
Establish and maintain effective work relationships with those contacted in the performance of required duties
EXPERIENCE AND EDUCATION
Generally, the required knowledge and abilities will have been acquired through any combination of education and experience equivalent to two years of college with major coursework in business administration, human resources management, career life planning, or a related field and at least two years of increasingly responsible experience in civil service recruitment or human resources in a public institution.
