Job Description

CHIEF SYSTEMS ARCHITECT

SUMMARY: Administers, coordinates, and supervises technical activities relating to systems architecture and technical approach for interactive business applications systems in the Regional Technology Center (RTC); researches, analyzes, and recommends emerging technologies to improve and enhance existing systems; develops and recommends related technical policies and procedures; serves as chief technical expert for the integration of emerging technologies; resolves complex technical problems; and performs all other related duties.

ACTIVITIES:

45% SYSTEMS ARCHITECTURE ADMINISTRATION

Administers, coordinates and recommends the architecture and technical approach for interactive applications; researches, analyzes, and recommends emerging technologies to improve and enhance existing systems; coordinates, plans, organizes and troubleshoots oversees related projects; evaluates existing and newly integrated business systems including software, applications programs, functional enhancements to ensure high quality services; and participates in the development and implementation of goals, objectives, and priorities relating to systems and application programming and development.

35% TECHNICAL EXPERTISE AND PROGRAM COORDINATION

Serves as chief technical expert and resource to the County Office of Education and districts, and schools; provides technical expertise in the emergence and problems related to technology integration. Assists and works with systems developers to integrate architecture and implement new systems; develops and recommends related technical policies and procedures; trains RTC staff, work teams, and users as assigned; maintains current knowledge of technology advancements and system enhancements; and ensures business processes provide effective data integrity and efficient systems operations.

10% BUDGET

Maintains budget and expenditures as assigned.

Performs all other related duties.

DECISION-MAKING AND PROBLEM-SOLVING: Uses non-traditional approaches to problem-solving; develops and recommends standards, procedures and policies; recommends the system architecture and technical approach in the development, enhancement, and maintenance of current and new applications and business systems; and analyzes user needs and develop effective solutions to complex technical deficiencies. Develops and implements short-term and long-term plans; provides data for long-term planning in own division; requires independence and autonomy in decision making within framework of broadly stated policy guidelines precedents, specialized knowledge, and prior research; situations are varied and frequently highly complex; and participates in decisions that frequently have major impact across Office branches.

REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of client server operating systems, systems architecture, networking, relational databases, client side components, and all elements in the operations of a client server environment. Knowledge of current data structures and access algorithms, systems design methodologies, and principles. Knowledge of data bases including INFORMIX and UNIVERSE, SQL, and data base access methods; and mastery skill in various programming languages. Advanced skill in communicating in critical situations, oral and in writing with business, education, and community leaders; advanced skill in budget preparation and control; advanced skill in program building, operations, funding, and maintenance; ability to direct and train others of comparable skill; and advanced skill in adapting style in divergent situations with groups on a frequent basis.

REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelor's degree from an accredited college or university with major course work in computer sciences, information systems, or a related field; a Master's Degree in computer sciences or information systems is desirable; a valid California driver's license.

REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Five years job-related experience in the design, development, and enhancement of computer systems and programs.

REQUIRED INTERACTION (NON-AUTHORITY): Contacts are unusually unstructured and are primarily with high-level individuals inside and outside the Office, such as program managers, district administrators, vendors, county office staff, and district users; and contacts require planning, promoting, strategy development, decision-making, and problem-solving.
