ADVISOR, BUSINESS SERVICES
SUMMARY: Advises program managers and school districts on financial matters; plans, coordinates, and supervises the preparation of a wide variety of financial reports including revenue projections and calculations, program and district budgets, and reporting systems for apportionments, attendance, and year-end closing statements; serves as business manager for direct service districts; and performs all other related duties.
ACTIVITIES:
30% TECHNICAL SERVICES
Prepares, audits and files annual Special Education and Revenue Limit forms for current and prior year revisions for all school districts; projects revenues for school district budgets; analyzes and distributes federal, state and local apportionments; prepares statistical reports and advises school districts of financial implications; assists districts in preparing federal and state funding applications and reviews them as required; assists, prepares, and/or audits state forms related to finance for school districts; and calculates and records year-end accruals for revenue limits and Special Education apportionments.
25% ADVISORY SERVICES
Plans, directs and monitors special projects; confers with auditors; advises and answers financial questions for school districts on revenue and financial reporting requirements; provides inservice training to school districts on revenue limits, Special Education funding, and attendance reporting; monitors school business legislation; and develops, evaluates, and uses computer software.
25% DIRECT SERVICE SCHOOL DISTRICTS
Meets with districts as needed and provides direction on all fiscal matters; prepares required state reports including categorical funding, program cost accounting, transportation, and budget, and assists in preparation of all other financial reports; monitors cash flow financial transactions including general and subsidiary ledgers; and sets up accounting procedures.
15% SUPERVISION
Plans for, selects, trains, coordinates, assigns work to, and evaluates support staff.
5% RELATED ACTIVITIES
Performs all other related duties.
DECISION-MAKING AND PROBLEM-SOLVING: Interprets and ensures Office and district actions are in compliance with Education Code, laws, regulations, and court decisions; determines data needs for various financial reports; tests validity of collected data; and reconciles district revenue limits, Special Education reports, tax, and apportionments to state and county reports. Develops and implements short-term and long-term plans; provides data for long-term planning in own division; requires independence and autonomy in decision-making within framework of broadly stated policy guidelines, precedents, specialized knowledge and prior research; situations are varied and moderately complex; and participates in decisions that have major impact on a division and/or its clients.
REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of accounting, budgeting, financial analysis and research techniques as they apply to school districts; ability to interpret and apply laws, codes, regulations and court decisions affecting schools; and ability to design and implement computer work sheets and programs. Advanced skill in communicating, both in writing and orally, with large and small audiences; advanced skill in financial and other statistical analysis; ability to administer programs; ability to select, motivate, counsel, and evaluate support personnel; and skill in adapting style to divergent situations.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelor's degree from an accredited college or university with major course work in accounting, business administration or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured, and are frequently with high-level individuals inside and outside the work unit, such as auditors, state and county officials, and school district staff; and contacts require planning, promoting, strategy development, decision-making, and problem-solving.
SUPERVISION: Directly supervises highly skilled staff.
