ADVISOR, ATTENDANCE ACCOUNTING SERVICES
SUMMARY: Advises school districts on appropriate attendance accounting procedures; directs school district attendance accounting systems; supervises the gathering, compiling, and reporting of attendance data; coordinates California Basic Educational Data System (CBEDS); and performs all other related duties.
ACTIVITIES:
45% ATTENDANCE ACCOUNTING
Coordinates the gathering of attendance-related reports, such as apportionment attendance, enrollment, ethnic composition, class size limitations, language census, and attendance rates; compiles, verifies, certifies to the state, and approves all related attendance documents; develops procedures and processes for attendance reporting; interprets and analyzes policies and regulations; audits school district reports and systems and makes recommendations, as needed; prepares statistical reports for school districts; serves as liaison between state agencies and school districts in audit exceptions, late or amended reports, and compliance with proper attendance accounting practices; retains and provides historical information for administrative and public use for purposes of planning and projecting growth patterns in the county; and certifies enrollments reported on applications for new facilities.
30% ADVISORY SERVICES
Advises school districts on requirements of new or revised attendance systems; approves school calendars in regard to legal holidays and student attendance days; provides e training to school districts on attendance accounting; answers inquiries relating to attendance reporting procedures and new legislation; assists in developing, evaluates, and uses computer software; and provides school districts with information regarding consequences of improper reporting practices.
15% RELATED ACTIVITIES
Plans, coordinates, and assigns work to support staff; trains support and other staff on use of computer applications; and performs all other related duties.
10% CBEDS COORDINATION
Serves as CBEDS coordinator for the Office and service recipients; provides workshops to train school district personnel in auditing practices; compiles, audits, and analyzes CBEDS statistics and forwards information to state agencies; and reviews submitted reports for accuracy and completeness.
DECISION-MAKING AND PROBLEM-SOLVING: Interprets Education codes and State Department of Education guidelines on attendance reporting; and provides correct attendance information to districts. Develops and implements short-term plans in own program/department; requires frequent exercise of judgement and specialized knowledge in interpreting and applying policies; situations are varied and moderately complex; and moderately complex; and participates in decisions that have major impact on a division and/or its clients.
REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of average daily attendance accounting and enrollments; ability to interpret, analyze, explain, and apply complex practices, policies, and regulations; and ability to coordinate, audit, analyze, and prepare complex reports; advanced skill in communicating, both orally and in writing with large and small audiences; skill in collecting and assembling data, preparing reports, monitoring progress, and analyzing data; skill in budget preparation; ability to modify systems procedures and programs within area of responsibility; ability to direct and train others of comparable skill; skill in working effectively with others in a wide variety of situations.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Associate degree from an accredited college with major course work in accounting, business administration, or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured, and are frequently with high-level individuals inside and outside the Office, such as school district staff, auditors, and representatives from outside groups; and contacts are to gather data for decision-making and problem-solving.
