Job Description
ADMINISTRATOR, CONSTRUCTION PROJECTS
SUMMARY: Manages and participates in school building construction modernization projects for all school sites operated by the County Office of Education; plans and coordinates activities of new and renovated construction projects; and performs all other related duties.
ACTIVITIES:
50% PROJECT MANAGEMENT
Manages, and participates in school building construction modernization projects; receives, assigns, monitors, and reviews work orders; manages the work pertaining to the planning, implementation, and monitoring of new construction projects; develops plans and specifications for repair and improvement projects; participates in the negotiations of contracts for repairs and other work; makes final inspections and approves acceptance of all completed work; serves as the Office contact for renovation projects; reviews bid specifications to ensure their thoroughness and accuracy in relation to approved plans; participates in the selection of contractors and architects; assists with developing and implementing goals, objectives, policies, and priorities regarding construction projects administers contracts for contractual services; inspects work in progress, maintains records of work accomplished, and prepares status reports.
20% CONTRACTOR AND STAFF COORDINATION
Supervises and coordinates contractors responsible for construction, maintenance, repair, and renovation of facilities; consults with and coordinates the work of architects, contractors and trades people, including initial estimates of cost and schedules; coordinates project activities with other General Services staff, administrators, principals, community representatives and other involved participates.
15% BUDGET
Prepares, monitors, and administers the construction project budget.
15% RELATED ACTIVITIES
Performs all other related duties.
DECISION-MAKING AND PROBLEM-SOLVING: Determines the need and timing of facility repair, improvement and replacement; determines which projects require review or approval from the County Board of Education, Division of the State Architect and others; establishes priorities for all construction projects; prepares time and material estimates, sketches, and diagrams; and establishes work priorities; develops and implements short term and long-term plans in own program/department, provides data for long-term planning in own division; requires independence and autonomy in decision-making within framework of broadly stated policy guidelines, precedents, specialized knowledge, and prior research; situations are varied and sometimes highly complex; and participates in program decisions that frequently have major impact across divisions.
REQUIRED MINIMUM SKILLS AND ABILITIES: Ability to prepare and develop plans, specifications, and cost estimates; ability to prepare and interpret factual data and submit reports; ability to interpret and apply applicable codes, regulations and policies; advanced skill in communicating with others, both orally and in writing with large and small audiences; advanced skill in financial and other statistical analysis; advanced skill in program building, operations, funding and maintenance; skill in personnel management through coordination and cooperation; and advanced skill in adapting style to divergent situations with groups on a frequent basis.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelors Degree from an accredited college or university with coursework facilities management, building, structural engineering or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured such as technical explanations to Office staff, and are frequently with high-level individuals inside and outside the unit, such as architects, contractors and building officials; and contacts require planning, promotion, strategy development, decision-making and problem-solving.
SUPERVISION: Directly supervises skilled staff.

PHYSICAL ABILITIES: Strength and energy sufficient to maintain a rigorous work schedule involving driving and/or continuous heavy physical exertion; hearing and speaking to exchange information; seeing to read, prepare and proofread documents, perform assigned duties; standing for extended periods of time; dexterity of hands and fingers to operate tools and office equipment; kneeling, bending at the waist, and reaching overhead, above the shoulders and horizontally as needed; lifting light and heavy objects.
