CLASS SERIES TITLE: Migrant Education Program Specialist I/II
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To develop, plan, organize, coordinate and implement program services for migrant education students and their families; to coordinate and facilitate local, regional and statewide meetings; to provide districts with technical assistance related to program assignments; and to assist districts in the development, implementation and evaluation of migrant program related goals and objectives.
ALTERNATE CLASS SERIES SPECIFICATIONS
The Migrant Education Program Specialist I and the Migrant Education Program Specialist II serve as an alternate class series. Persons may be initially employed in either level depending on their qualifications. Persons employed in the entry-level classification may reasonably expect to be reassigned to the journey level classification upon the recommendation of the appointing authority. It is expected that a person employed as a Migrant Education Program Specialist I will be prepared for reassignment to Migrant Education Program Specialist II within a two-year period.
DISTINGUISHING CHARACTERISTICS
The Migrant Education Program Specialist I is the entry level of the alternate class series. Persons appointed to this job class possess sufficient job knowledge of at least a single specific program area such as child development, parent education, health education and/or social services. Persons receive general supervision and are initially assigned specific responsibilities which are expanded in size and complexity as their job knowledge of the program areas becomes evident.
The Migrant Education Program Specialist II is the journey level of the alternate class series. Persons appointed to this classification demonstrate job knowledge assuring for the development and implementation of educational programs and training curriculum for a program component including, but not limited to, parent education and training, health education and assessment, social services or other specialized areas. Incumbents receive limited supervision and may direct and monitor the work of others. This job class series requires effective organization, communication, and interpersonal skills.
ESSENTIAL/TYPICAL DUTIES
Plans, coordinates and facilitates program-related workshops/trainings for one or more program components including, but not limited to, parent education and training, child development, health education, nutrition and assessment, social services and/or other specialized areas
Establishes desired workshop/training outcomes; designs training modules; researches training topics; creates and/or provides resource materials, develops agendas, and evaluates effectiveness; leads workshop/training sessions or coordinates external trainers as necessary
Confers with the program manager, teachers, staff, external agencies and related groups to develop collaboration, referral systems and social service resources for migrant students and their families
Assists in planning and maintaining systems and protocols regarding available district, community and social services; makes referrals to outside agencies and follow up on referrals
Coordinates, facilitates and/or participates in program related local, regional and statewide meetings
Identifies and provides information about community based resources related to assigned functions
Assists districts in the development, implementation and evaluation of migrant program related goals and objectives
Develops and maintains resource files of written materials, serves on community agency boards, publicizes community sponsored classes or events
Conducts component needs assessment, analyzes data and interviews district and program staff and community service agencies to determine program needs and resources
Reviews current literature to determine future relevant areas to be addressed by the program
Creates and maintains procedure manuals, department directories, and routine records
Prepares routine and narrative reports related to assigned functions, workshops and activities
Serves as a liaison and facilitates communication between the program, students, parents, district representatives, and community agencies
Develops and designs training workshop schedules, evaluations, newsletters, promotional displays, informational leaflets, reports and tables
Interprets and/or translates English/Spanish written communication, documents and forms
Effectively uses various desktop computer software application programs for the creation of word documents, spreadsheets and presentations
Makes home visits in the course of assigned functions
May train, direct, and oversee work of other program staff
Performs related duties as required.
EMPLOYMENT STANDARDS
Possession of:
A valid California Class C Driver’s License
A driving record that meets the County Office of Education’s insurance requirements
Knowledge of:
Cultural needs and challenges of families associated with Migrant students and families
Oral and written competency and literacy in English and Spanish
Research techniques
Modern office and filing procedures
Office software applications such as Word, Excel and PowerPoint
Ability to:
Become familiar with procedures, requirements and activities of the Migrant Education Program
Interpret and apply program regulations, procedures, provisions and requirements
Develop goals and objectives aligned to program needs
Develop, plan organize and implement training/workshop modules and materials, work plans, and schedules
Work closely with families of diverse cultural, racial and ethnic backgrounds
Effectively communicate with constituent groups in a variety of settings
Establish and maintain records and files related to assigned functions
Analyze program data, retrieve and prepare comprehensive, narrative and routine reports
Become familiar with current best practices in the field
Operate personal computer software application programs to develop, design, prepare and present information in a variety of written formats
Work without immediate supervision and direct the work of others
Attend evening meetings and work a flexible schedule
Effectively communicate orally and in writing in both English and Spanish
Establish and maintain effective work relationships with those contacted in the performance of required duties.
EDUCATION, TRAINING AND EXPERIENCE
Migrant Education Program Specialist I: A combination of education, training and experience which clearly demonstrates possession of knowledge, skill and abilities detailed above. A typical qualifying background would include one year job-related experience working in a program setting similar to Migrant Education and sufficient college-level course work in education, psychology, social services or a closely related field. A Bachelor’s degree from an accredited college or university is desirable.
Migrant Education Program Specialist II: A combination of education, training and experience which clearly demonstrates possession of knowledge, skill and abilities detailed above. A typical qualifying background would include three years of job-related experience working in a program setting similar to Migrant Education and sufficient college-level course work in education, psychology, social services or a closely related field. A Bachelor’s degree from an accredited college or university may be considered as partial fulfillment of the work experience requirement.
BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit
WORKING CONDITIONS: Duties are performed in an office environment. Incumbents may be required to work a flexible schedule evening and weekend hours. Duties require incumbents to drive a vehicle to visit districts and school sites within the (multiple county) region.
PHYSICAL DEMANDS: Incumbents regularly stand and sit for extended periods of time, walk short distances on a regular basis and on uneven surfaces whenever necessary; dexterity of hands and fingers to operate a computer keyboard and other office equipment; kneeling, bending at the waist, and reaching overhead, above the shoulders and horizontally, to retrieve and store files and supplies; seeing to read fine print; hearing and understanding voices over the telephone and in person; moving and transporting program materials, and lifting light objects.
