CLASS TITLE: Staffing Assistant, Human Resources
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To perform difficult clerical and technical support work involving the entering, scanning, and transmission of applicant data, employee identification cards and related records; to operate live scan terminals and peripheral equipment. Employees in this classification receive general to limited supervision within a standard framework of policies and procedures. This job class requires considerable initiative, attention to detail, the ability to focus on multiple priorities, and skill to perform clerical and technical responsibilities in a timely, effective, and tactful manner.
ESSENTIAL/TYPICAL DUTIES The following duties are examples of assignments performed by incumbents in this classification. It is not a totally comprehensive list of duties, nor is it restrictive regarding job assignments.
Performs difficult clerical/technical and other support functions related to applicant live scan fingerprinting, personnel selection and other human resources services as assigned
Operates Live Scan terminals and peripheral equipment, including entering applicant data and appropriate codes
Scans and transmits fingerprint images to law enforcement agencies, requesting background and criminal record summaries for applicants selected for school employment, volunteer assignments or persons seeking teaching credentials, permits, community-care licensing and other certifications
Interprets and applies policies, procedures and regulations related to background and criminal record summaries, fingerprint requirements and available services, school employment
Schedules and records fingerprint appointments
Monitors and maintains Live Scan terminals, equipment and Applicant Fingerprint Identification System (AFIS) software, calibrating system and replacing scanner platens
Contacts service provider reports failures and malfunctions to service provider; takes corrective action as required; schedules system servicing and routine maintenance
Receives and reviews applicant live scan request forms, checking forms for accuracy and verifying applicants through proper identification
Clarifies live scan procedures with designated employer representatives on a frequent basis; refers appropriate situations to the Department of Justice representative(s)
Demonstrates continuous effort to improve unit operations, streamline work processes works collaboratively and cooperatively with other staff to provide customer service
Responds to phone and written inquiries
Establishes, maintains, and distributes announcements, correspondence, reports records, logs, and files
Notifies applicants, employees, and designated personnel of problems and issues relating to employment, credentials, recruitment, selection, and applicant fingerprint processing
Defines and explains the County’s employment opportunities, policies, and procedures, and services relating to assigned functions
May assist other department units with classified testing and substitute staff recruitment, selection, and assignment
Trains temporary, limited-term and new employees on the AFIS
Operates calculator, fax machine, copier, credit card transmitters, computerized scantron system, desktop computer using variety computer software applications and peripheral related equipment
Performs related duties as required.
EMPLOYMENT STANDARDS
Knowledge of:

Learn, apply, and communicate school employer and employee fingerprinting procedures and practices
Pass a background clearance check necessary to perform the required duties
Maintain accurate and confidential applicant data and records using both computerized and manual storage systems
Prepare a variety of correspondence, announcements, and reports relating assigned functions
Work flexible shifts and non-traditional work schedules with limited supervision
Monitor costs and expenditures, and collect fees and prepare deposits
Understand and carry out oral and written instructions in an independent manner
Type accurately at a corrected speed of 40 net words per minute
Operate and monitor the automated fingerprint identification system and related equipment
Operate office equipment including, calculator, typewriter, credit card transmitter, fax machine, examination scoring equipment and a desktop computer with various software application programs
Establish and maintain a cooperative and tactful relationship with those contacted in the course of work.
EDUCATION, TRAINING AND EXPERIENCE
A combination of education, training and experience which clearly demonstrates possession of the knowledge, skills and abilities detailed above. A typical qualifying background would include one year of clerical/technical experience. Experience in human resources is preferred.
BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit
WORKING CONDITIONS: Generally, duties are primarily performed in an office environment. Incumbents are subject to contact with or constant interruptions by staff, employment candidates and/or employees
PHYSICAL DEMANDS: Standing for extended periods of time; hearing and speaking to exchange information in person and on the telephone; seeing to read, prepare or proofread a variety of materials; dexterity of hands and fingers to operate Live Scan equipment computer keyboard and other related equipment for extended period of time; kneeling, bending at the waist, and reaching overhead, above the shoulders and horizontally, to retrieve and store files and supplies; lifting light objects.
