CLASS TITLE: Staff Coordinator, LPC
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To coordinate communications, meetings, partnerships and
information in support of the Local Early Education Planning Council (also known
as LPC); to provide responsible staff assistance and administrative support to
the LPC and perform related duties as assigned. Employees in this class receive
limited supervision within a framework of specialized policies and procedures.
Employees in this class serve as a liaison and technical resource to LPC
members, school districts, early care and education programs, local agencies,
and community agencies. This job class requires knowledge of available early
care and education programs and services in the County of Santa Clara.
ESSENTIAL/TYPICAL DUTIES
- Coordinates communications, meetings, partnerships and
information in support of the Local Early Education Planning Council (LPC)
- Provides responsible staff assistance and administrative
support to the Local Planning Council (LPC)
- Serves as a technical resource to Council members, early
care and education providers, families, outside agencies and others concerning
the LPC and related early care and education functions
- Serves as a liaison between County Office of Education, LPC,
school districts, families, early care and education programs, local
government, and community agencies
- Collaborates with Council in developing and implementing a
comprehensive, county-wide early care and education plan that encourage public
and private resources to assist with meeting identified early care and
education needs
- Performs highly responsible administrative support
functions; assists in arranging and coordinating department assignments and
tasks; oversees and participates in recruiting and maintaining Council
members; monitors the Professional Development and Retention Contract
- Coordinates with LPC members and participates in activities
relating to early care and education development, early care education
programs, enrollment and attendance
- Reviews RFP applications for funding submitted to the LPC;
prepares evaluation reports of proposals in compliance with specific
guidelines set forth by the Child Development Division of the CA Department of
Education
- Provides timely and accurate RFP drafts to appropriate
partners; ensures deliverables are completed
- Provides direct advisory and referral services to early
care and education agencies, the educational community, and the general public
- Coordinates activities made by representatives of business,
school districts, private providers, legislative offices and agencies (the LPC)
to develop early care and education initiatives and to identify and address
challenges
- Compiles and analyzes information to be included in the
early care and education resource network; prepares and maintains narrative
and analytical reports, statistical records, reports and files related to
assigned functions
- Monitors, verifies and maintains accurate data relating to
early care and education services, professional development and funding
sources
- Plans, schedules, coordinates, and arranges Council
meetings; takes and transcribes meeting minutes; prepares and distributes
agenda and supporting documentation for Council meetings and other related
meetings as assigned; presents materials and information related to community
early care and education and related needs, issues, operations and activities
- Assists in the oversight of existing contracts,
specifications, subcontracts and grants; prepares grant proposals and a
variety of LPC directed reports
- Responds to inquiries, providing detailed and technical
information concerning related standards, guidelines, requirements, issues,
goals, objectives, progress, laws, codes, regulations, policies and
procedures; and forwarding inquiries to appropriate agencies when necessary
- Operates standard office equipment including desktop
computers, copiers, calculators and fax machines, and other peripheral
equipment in the course of assigned functions
- Uses spreadsheet, word-processing, presentation and
database software programs
- Procures and establishes collaborative relationships with
existing and prospective grantors
- May direct the work of other office staff
- Perform related duties as assigned.
EMPLOYMENT STANDARDS
Possession of:
- A valid California Driver’s License
- A driving record that meets the insurance requirements of
the County Office of Education
Knowledge of:
- Principles of child development, early care and education
- Educational programs, services, standards, requirements and
procedures related to the Local Early Education Planning Council, early care
and education
- Available early care and education providers in the County
of Santa Clara
- Grants and funding concepts, resources and basic
application procedures
- Applicable federal, state and local laws, ordinances and
codes governing child care programs
- Family needs, early care and education provider issues
- Diverse academic, socioeconomic, cultural, disability and
ethnic backgrounds of County children
- Effective office principles, procedures and practices
including filing systems, telephone techniques and report writing
- Effective record-keeping practices and procedures
- Office software application programs used for word
processing, accounting, presentation and database purposes
- Proper English usage, spelling, grammar, and punctuation
Ability to:
- Coordinate communications, meetings, partnerships and
information in support of the Local Early Education Planning Council
- Serve as a technical resource and liaison concerning
Council and related early care and education functions
- Plan, schedule, coordinate and arrange Council meetings
- Understand and carry out oral and written instructions
- Interpret and apply applicable federal, state and local
laws, ordinances, codes, rules, regulations, and procedures and policies
- Understand the methods by which Federal funds are
distributed through the State Department of Education
- Use advanced discretion in organizing activities and
setting priorities to meet established deadlines
- Work independently with limited supervision
- Remain current of the trends early care and education
programs and the challenges facing child care providers
- Establish and maintain a wide variety of records and filing
systems
- Compose, transcribe, edit and distribute a variety of
correspondence, memoranda, narrative, statistical and analytical reports with
clarity and precision
- Operate a variety of standard office equipment including,
but not limited to, a desktop computer, copier, fax machine, calculator and
other peripheral equipment
- Effectively use word processing, spreadsheet, database and
presentation software application programs
- Establish and maintain effective partnership and working
relationships with those contacted in the performance of assigned duties.
TRAINING AND EXPERIENCE
Any combination of education and experience that could likely
provide the required knowledge and abilities would be qualifying. A typical way
of demonstrating these qualifications would be:
A Bachelor’s degree from an accredited
college/university with major course work in Early Childhood Education or
a related field
Two years of related administrative support
experience working in an educational agency that provides early care and
education services or as a resource for early care and education
providers.

WORKING CONDITIONS: Duties are primarily performed in an
office environment while sitting at a desk. Incumbents are subject to constant
interruptions
PHYSICAL DEMANDS: Incumbents regularly sit for long periods
of time, walk short distances on a regular basis, use hands and fingers to
operate desktop computer keyboard or other office equipment, reach with hands
and arms, stoop, kneel, or crouch to file, speak clearly and distinctly to
answer telephones and to provide information; see to read fine print and operate
computer; hear and understand voice over telephone and in person; and move and
transport materials weighing up to 20 pounds.
