Job Description

HEALTH SERVICES COORDINATOR - RESTRICTED

 

SUMMARY: Supervises and assures the provision of comprehensive health, mental health and dental services for Head Start and Early Head Start children in coordination with other Program and Instructional Support Coordinators; establishes, implements, and/or utilizes a data tracking system to determine the currency of health services for enrolled children; promotes preventive health services and early intervention; coordinates safety and sanitation procedures; assures the provision of first aid training to center staff; assures that individual health records are maintained for all children at assigned sites; and performs all other related duties.

ACTIVITIES:

40% HEALTH SERVICES

Supervises and assures the provision of comprehensive health, mental health and dental services for Head Start children in coordination with other Program and Instructional Support Coordinators. Recommends strategies for the implementation of Health Services Program area to address the Head Start Performance Standards in conjunction with other Program and Service Area Coordinators, the parents and center staff. Jointly coordinates activities with nutrition and child development specialists to provide holistic services across program service areas. Conducts monitoring visits to all center sites, of both the Grantee and partners, during the year to assure that Performance Standards are implemented and that services provided are of the highest quality. Recommends corrective action for identified problems and assures that improvements are made; initiates and implements agreements with other agencies that provide services to Head Start and Early Head Start eligible families to increase access to health services throughout the community; and prepares routine and narrative reports in accordance with assigned functions.

30% TRAINING/EDUCATION

Promotes preventive health services and early intervention; coordinates safety and sanitation procedures; assures the provision of first aid training to center staff; and works closely with Human Resources staff to ensure that all staff maintain appropriate immunizations and health examinations. In coordination with Instructional Support Coordinators, provides training and assistance to center staff; counsels parents concerning family health problems; design and facilitate health education for parents; and provide referral resources as appropriate. In conjunction with other program coordinators, identifies sources of training to enhance the skills of staff in the health services area; assists in the provision of staff training and development including consultation, coaching and mentoring.

20% COMPLIANCE AND REPORTING

Assures that individual health records are maintained for all children at assigned sites; reviews, evaluates and interprets records and assures that follow-up services are provided as appropriate; establishes, implements, and/or utilizes a data tracking system to determine the currency of health services for enrolled children; assists in the preparation of the annual refunding application, including development of goals, objectives, and strategies and in the allocation of funds for medical, dental and mental health services.

10% RELATED ACTIVITES:

Organizes and provides staff support to the Health Services Advisory Committee; works closely with public and private health provides to address community health issues that are manifested in Head Start children and families; and perform all other related duties.

DECISION-MAKING AND PROBLEM SOLVING: Develops and implements short-term and long-term plans, and provides data for and participates in long-term planning; requires frequent exercise of discretionary judgement and specialized knowledge in interpreting and applying policies; situations are varied and moderately complex; and participates in program decisions that frequently have major impact on a division and/or its clients.

REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of health, mental health and dental content areas and systems delivering related services contained in Head Start performance standards as well as federal, state and local regulations governing health and safety; community resources related to health services; and principles and practices of organization, management, supervision and training; ability to interpret federal, state and local regulations relating to health programs for low-income children and families; develop and/or implement a comprehensive tracking system for the delivery of health services and follow-up treatment; prepare routine and narrative reports; and negotiate and administer service contracts and agreements; advanced skill in communicating orally and in writing, with large and small audiences; skill in collecting, assembling, and analyzing data, preparing complex reports, and monitoring (tracking) progress; skill in budget preparation; ability to administer programs as well as coordinate functions and activities between the Head Start program and outside agencies; ability to direct and train others of comparable skill; and skill in adapting style to divergent situations.

REQUIRED MINIMUM TRAINING, EDUCATION AND LICENSING: A Bachelor’s degree in public health, health administration, health education or a related field from an accredited college or university. A Master's degree is desirable. A valid Class C Driver’s License.

REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job related experience with demonstrated competence in health services management and in the provision of health training.

REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured; contacts are frequently with high-level individuals inside and outside the work unit; contacts require planning, promoting, strategy development, decision making and problem solving.
