CLASS TITLE: Web Master
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
To design, write, develop, implement and maintain the Internet and Intranet web pages of the County Office of Education; to locate and identify resources for the educational community; to act as the primary website resource to SCCOE, school site and district office personnel. Employees in this class receive general to limited supervision within a broad framework of assignments and standards. Performs technical research and analytical functions which require accuracy, attention to detail, and organizational skills.
ESSENTIAL/TYPICAL DUTIES
Develops, designs, writes, implements and maintains the website of the County Office of Education in accordance with established guidelines
Assists central office, school sites and districts with web site design, development and maintenance; serves as primary technical resource for website design and development
Plans and coordinates various Internet projects simultaneously in a fast-paced environment using raw HTML and WYSIWYG editors and related computer applications
Creates, develops and maintains on-line databases on-line applications, surveys and forms; refining and troubleshooting database applications as necessary
Develops and maintains websites that leverage the capabilities of Netscape Navigator, Internet Explorer and other web browsers
Assists in the development of standards and policies related website development and administration
Coordinates with communications staff, technology staff and divergent customers to develop integrated websites
Promotes and markets website development; creates web presentations for potential clients
Converts submitted materials to web-based documents, monitors the day-to-day operation of the web site including, web addresses, domain services and the transfer, testing and updating of web-based materials
Writes original text and create original graphics for websites; updates web information and appropriate links on the County Office website and remains current with related resources and search engines
Monitors the performance and capacity of web-based systems; periodically checks files on system for quality and viruses; analyzes website statistics and generates usage reports on a regular basis, using findings to refine and improve website performance
Responds promptly to all requests for website revision and maintenance
Assists with the development, dissemination and observance of standards for publishing on County Office web pages
Trains and assists County Office staff and clients in Internet, Intranet and web applications
Researches technological innovations and trends for Office applicability, and proposes improvements using current and optimal technologies
Performs related duties as assigned.
EMPLOYMENT STANDARDS
Possession of:
A valid California Class C Driver's License
A driving record which meets the County Office of Education's insurance requirements
Knowledge of:
Practices, procedures, resources and applications used for INTERNET applications and world-wide web systems
HTML (Hyper Test Mark-up Language); Macintosh and Windows operating environments
Multimedia concepts and techniques, computer graphic and network hardware and software
User interface (UI) design and navigation aides for web sites, ftp and telnet to manage UNIX-served web sites remotely
INTERNET protocols and troubleshooting methodology
Netscape Navigator and INTERNET Explorer
Principles and techniques of basic marketing and publications
Principles of project management
Proper English usage, grammar, punctuation, spelling and sentence structure
Ability to:
Continuously explore, learn and implement current technologies into the websites
Troubleshoot, analyze and resolve complex problems
Develop and create website links and manage and maintain web-based systems
Create and execute graphic designs
Coordinate web projects simultaneously
Organize, develop and maintain applications on servers
Write, edit text and compose narrative and supporting materials
Use a variety of computers and peripherals
Conduct presentations on the INTERNET and the SCCOE website
Communicate effectively orally and in writing with multiple department, disciplines, agencies and customers
Work independently and as a team member
Assemble diverse information into an integrated whole
Establish effective working relationships with technical staff and all levels of the SCCOE, school site and district office staff.
EDUCATION AND EXPERIENCE
Generally, any combination of education, training and/or experience that could likely provide the required knowledge and abilities. A typical method of demonstrating these qualifications would be:
Completion of college-level Internet and web design/development coursework. A certificate in Internet applications or web design and development is highly desirable
Two years experience developing and maintaining a website working with HTML, Macintosh and Windows operating systems, online text based on graphical interfaces, computer graphic and network hardware and software, and INTERNET protocols. Experience working in an educational is highly desirable.
BARGAINING UNIT: Office, Technical, and Business Services (OTBS) Unit
WORKING CONDITIONS: While performing the duties of this class, the incumbent regularly works in inside environmental conditions. The employee frequently works with a video display terminal for prolonged periods. The employee may be required to use automobile in the course of employment, and may be required to attend evening meetings and occasionally travel. The noise level in the work environment is usually moderate.
PHYSICAL DEMANDS: While performing the duties of this class, the incumbent is regularly required to speak and hear. The employee frequently is required to sit and use hands to finger, handle, or feel. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this class include close vision, color vision, and ability to adjust focus.
