CLASS TITLE: Staff Development Specialist
DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES
Under general supervision, assists in the planning, development, coordination, implementation, and evaluation of a comprehensive, staff/organizational development program. This job classification exercises responsibility for providing a staff development programs and exercises initiative and independent judgment in the application and follow through of the program.
TYPICAL DUTIES
Assists in planning and coordinating a county-wide staff/organizational development program for all levels of staff.
Designs training sessions, modules, processes, measurement tools and follow-up activities as directed.
Creates, prepares and presents comprehensive reports and summaries.
Coordinates and analyzes training session staffing, the advertisement of programs, course enrollment, and the collection of evaluation information.
Performs research, analysis and planning which requires accuracy, attention to detail, strong organizational skills and the ability to plan and draw conclusions based on findings.
Participates in planning, presenting and updating training sessions and materials.
Serves as facilitator and advisor to educational and non-educational agencies.
Researches and recommends staff development courses.
Meets with program staff and instructors regarding program planning, methods, objectives, and evaluation outcomes.
Maintains a database of training curricula/files and registration data.
Interviews, evaluates and recommends straining presenters.
Markets and publicizes training sessions, encouraging maximum participation.
Receives general to limited supervision within a broad framework of policies, procedures and current research in the field of staff development.
Performs related duties as required.

Facilitation and organizational skills used to provide staff development and strategic planning activities.
Process used in selection of highest caliber presenters.
Current and innovative training theory, techniques and methods.
Evaluation design, process and application.
Computer analysis program methods and techniques and the processes used for the effective presentation of data.
English grammar, vocabulary and composition.
Advanced word processing programs and techniques.
Ability to:
Clearly communicate ideas and coursework orally and in writing.
Learn, interpret and apply policies, laws, rules, regulations and objectives of the program and the Office.
Create effective and relevant courses, training modules and evaluation designs.
Collect, analyze and interpret data critical for program improvement and decision making.
Establish and maintain effective working relationships with co-workers, trainees, presenters and outside agencies.
Formulate complex schedules.
Produce effective brochures and course publications.
Monitor and coordinate the work of others.
Evaluate and critique trainers and make effective recommendations based on evaluation feedback.
Function independently or with a minimum of direction in most instances.
EDUCATION AND EXPERIENCE
Generally, the required knowledge and abilities will have been acquired through any combination of education and experience equivalent to:
Bachelor's degree from a college or university, accredited by one of the six regional associations authorized by the U.S. Department of Education, with coursework in training and staff development, organizational development or a related field;
At least two years of job related experience with demonstrated competence; and
A valid California driver’s license.
