Job Description

MANAGER, NETWORK AND TECHNICAL SERVICES

 

SUMMARY: Manages and supervises the network and technical support services unit of the Regional Technology Center; develops and recommends computer network and technical support policies and procedures; provides technical expertise and consulting services related to the research, design, development, enhancement, evaluation, testing and support of desktop computers, network servers, printers, and other peripheral equipment desktop , server, and network operating systems and applications; E-mail messaging system; network and telecommunication systems; Internet access services; supervises, directs, and evaluates senior technical staff; and perform all other related duties.

ACTIVITIES:

30% COMPUTER, NETWORK AND TECHNICAL MANAGEMENT

Manages, plans, organizes and oversees projects related to the design, development, enhancement and implementation of computer networks and technical support systems and equipment; evaluates proposed modifications and enhancements to ensure data integrity and effective system interface. Direct the operations of data/voice, telecommunications, and teleprocessing systems; ensures the delivery of efficient and effective communications services and accurate call accounting; and monitors the additions, modifications, and major repairs of network, data/voice, and telecommunication systems.

20% COMPUTER NETWORK DEVELOPMENT AND MAINTENANCE

Develops and recommends computer and network hardware and software upgrades, modifications, and enhancements to meet user needs including desk top computers, applications and operating systems; servers; network operating systems; network management stations; access system; E-mail systems; access service; hubs and routers; and recommends cost effective service contracts and maintenance agreements.

20% TECHNICAL SUPPORT CONSULTATION

Provides technical information and expertise to the County Office of Education, districts, and schools concerning computer repairs, networks, telecommunications equipment and related applications. Researches and analyzes new technology and applications related to computers networks and telecommunications system; and maintains current knowledge of new equipment system enhancement, and technology.

10% SUPERVISION

Selects, trains, monitors, and evaluates support staff; approves training programs for assigned staff.

10% BUDGET

Maintains network and technical support unit budget and expenditures; prepares justifications to support staffing, equipment, and supply requests.

10% RELATED ACTIVITIES

Performs all other related duties.

DECISION-MAKING AND PROBLEM-SOLVING Uses non-traditional approaches to problem-solving; develops and recommends standards, procedures and policies; determines the appropriate systems software and hardware; and analyzes user needs and develop effective solutions to networking and telecommunications systems. Develops and implements short-term and long-term plans; provides data for long-term planning in own division; requires independence and autonomy in decision-making within framework of broadly stated policy guidelines precedents, specialized knowledge, and prior research; Manager, Network and Technical Services situations are varied and frequently highly complex; and participates in decisions that frequently have major impact across Office branches.

REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of local area and wide area networking, telecommunications, and teleprocessing technologies; Knowledge of network management principles, practices, operating systems and protocols including TCP/IP, IPX/ SPX, and Apple Talk; knowledge of routing protocols; knowledge in network security and firewalls; knowledge of internet services including DNS, WWW, and FTP; knowledge of network servers, desktop computers and peripherals. Skill in using complex terms of technology when coordinating and communicating recommendations; skill in training, explaining and directing a number of significant and complex situation; skill in planning, organizing, motivating, and controlling when supervising technical support activities and addressing system problems. Advance skill in communicating in critical situations, oral and in writing with business, education, and community leaders; advanced skill in

Program building, operations, funding, and maintenance; advanced skill in managing personnel subordinate professional, management, or supervisory staff; and advanced skill in adapting style in divergent situations with on a frequent on a basis.

REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelor's degree from an accredited college or university with major course work in computer sciences, information systems, or a related field; a Master's degree in computer sciences or information systems is desirable; a valid California driver's license.

REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Five years job-related experience in the design, development, and enhancement of computer network and telecommunications systems. .

REQUIRED INTERACTION (NON-AUTHORITY): Contacts are unusually unstructured and are primarily with high-level individuals inside and outside the Office, such as program managers district administrator, vendors, county office staff; and district users; and contacts require planning, promoting, strategy development, decision-making, and problem-solving.

SUPERVISION: Directly supervises professional/specialist and other support personnel.
