Job Description
CREATIVE ARTS OFFICER
SUMMARY: Manages, oversees, and supports design, development, implementation and evaluation of Creative Education Services provided to schools, districts and partner organizations; designs, develops and implements a systematic and continuous quality program in arts education; advocates for the arts in preK-12 public schools through ongoing communication and collaboration with policy makers and stakeholders at the local, county and state level; represents the County Office of Education at local, state and national levels with regard to creative arts education; oversees fund development; supervises support staff and consultants; and performs all other related duties.
ACTIVITIES:
30% PROGRAM DESIGN AND DEVELOPMENT
Designs, develops, plans, implements and markets capacity building programs for schools and districts, and professional development programs for teachers, administrators, artists and arts organizations; participates as an active member of the Superintendent's staff to plan, implement and assess the goals and objectives of the County Office of Education; prepares Board Agenda items and information relative to creative education programs and other areas as assigned; acts as a consultant to the Superintendent, administrative council, departments, and schools in matters pertaining to creative arts education; coordinates and implements comprehensive accountability systems including organization and community reports of results; and incorporates evaluation results into ongoing program refinement.30% PROGRAM IMPLEMENTATION AND MANAGEMENT
Coordinates, participates in the planning of, and promotes creative education services; promotes effective channels of communication with districts and community stakeholders; provides responsible leadership and innovation in selecting and presenting workshops, in-services and training modules in creative education and other areas as assigned; monitors, measures, evaluates and reports on program effectiveness, training program content and participant satisfaction; evaluates and coaches trainers; develops a pool of in-house trainers; and seeks and obtains the services of external training consultants and/or presenters and negotiates and administers related agreements; represents the County Office of Education at school and district arts meetings and events within Santa Clara County; represents the County Office of Education at the County Arts Leads meetings of the California Department of Education; participates in regional arts education networks; participates in the public policy activities of the California Alliance for Arts Education; and coordinates advocacy efforts with the County Office of Education joint legislative committee, as appropriate.20% BUDGET AND FUND DEVELOPMENT

Serves as a member of, resource to, various committees; and performs all other related duties.
DECISION-MAKING AND PROBLEM SOLVING: Determines the content of Creative Education and other training programs, methods of promotion; participates in forecasting trends and long-term planning for major unit of organization; implements long-term plans; requires independence and autonomy in decision making within a framework of broadly stated policy guidelines, precedents, specialized knowledge, and prior research; situations are varied and frequently highly complex; and makes decisions that have major impact on a branch and/or its clients.
REQUIRED MINIMUM SKILLS AND ABILITIES: Ability to write, create, and review effective orientation, training materials, modules, and publications; advanced skill in the application and delivery of creative arts concepts, theories, and methodologies as well as staff development programs that are responsive to teachers, administrators, and student needs; ability to demonstrate mature judgment, flexibility, diplomacy, a sense of humor, and physical and emotional stamina; advanced skill in leadership, arts programs, and management; knowledge of applicable laws, regulations, rules, statutes, and codes; knowledge of training techniques, assessment and research methods; and ability to demonstrate high standards of customer service and accountability for program results. Advanced skill in communicating in critical situations, orally and in writing, with business, education and community leaders; advanced skill in budget preparation and control; demonstrated effectiveness in fund development; mastery skill in creative and adaptive program planning, design, marketing, implementation, maintenance, and evaluation; skill in personnel management through coordination and cooperation; and advanced skill in adapting style in divergent situations with groups on a frequent basis.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Master’s degree from an accredited college or university with major course work in organizational development, organizational management, art or a related field; a Doctoral degree is preferred; and a valid California Driver’s License.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Five years of job-related and progressive experience in arts educational programming and/or staff development with demonstrated competence in organizational design, planning, service delivery, and evaluation.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are usually unstructured and are primarily with high-level individuals inside and outside the work unit such as assistant superintendents, human resources directors and training professionals; contacts require planning, promotion, strategy development, decision-making and problem-solving.
SUPERVISION: Supervises professionals and/or specialists.
WORKING CONDITIONS:
ENVIRONMENT: Office setting, driving to various locations.
PHYSICAL REQUIREMENTS: Hearing and speaking to exchange information in person and on the telephone; seeing to read, prepare and proofread documents; continuous sitting or standing for extended periods of time; dexterity of hands and fingers to operate a computer keyboard and other office equipment; kneeling, bending at the waist, and reaching overhead, above the shoulders and horizontally, to retrieve and store files and supplies; regularly lifts and/or moves objects weighing up to 10 pounds and frequently lifts objects weighing up to 25 pounds.
