Release of 2006 Base Academic Performance Index (API)

March 27, 2007

California Department of Education (CDE) released the 2006 Academic Performance Index (API) Base reports on March 27. These reports provide the 2006 Base API scores and growth targets for 2007-08. API results are reported twice a year: a Base API after the first of the year and corresponding Growth API in the fall, which measures growth of a school in a year. Staff has prepared the following analysis for your review.

Santa Clara County Compared to California (CA)

  • SCC median Base 2006 API was 785 compared to 721 statewide (Figure 1 - PDF).
  • SCC median Base API has increased since 2000 from 741 to 785; 44 points (Figure 1 - PDF).
  • SCC Elem, middle and high schools are out performing the state (Figure 2 - PDF).
  • 44 percent of SCC schools (161 of 363) have a 2006 Base API at or above 800, compared to 27% statewide (2,397 of 8,877) (Figure 3 - PDF).
  • SCC district median Base API 2006 was higher than districts in the state, 781 compared to 740 (Figure 4 - PDF).
  • Overall, in SCC, Asian, Hispanic, White, Socioeconomically Disadvantaged, Students with Disabilities and English Learner subgroups had higher median API’s when compared to the state; however, CA Filipino and African American median API’s were higher than those SCC subgroups (Figure 5 - PDF).

Statewide Schools Ranked 10
Statewide there are 790 schools in Decile 10. While less than 5% of the state's schools are in Santa Clara County, SCC schools make up 11% of the State’s Decile 10 schools.

Summary of Results for Santa Clara County Schools

  • 16% of SCC schools (55 of 345) fall in Decile 1-3 compared to 21% in 2002 (76 of 359). Those schools that were not ranked, were not included in this calculation (Figure 6 - PDF).
  • Elem and middle schools have made significant growth in median APIs from 2000 Base API to 2006 Base API with Elem schools gaining 59 points, and middle schools 58 points. High schools dropped 7 points (Figure 7 - PDF).
  • There continues to be a gap between White, Asian and Filipino performance compared to the other subgroups: Asian (906); White (872); Filipino (791); English Learner (706); Socioeconomically Disadvantaged (689); Hispanic (678); African American (612); and Students with Disabilities (524) (Figure 8 - PDF).

The school's proportion of students excused at parent request compared to its Standardized Testing and Reporting (STAR) program enrollment on the first day of testing is equal to or greater than 10 percent. When a school's proportion of parental waivers is equal to or greater than 10 but less than 20 percent, the California Department of Education conducts standard statistical tests to check whether the pupils tested at the school were representative of the entire school's population. This school failed the statistical test or its proportion of parental waivers in 2006 was 20 percent or greater, therefore, the school does not have a valid 2006 API Base.

This school (or the district on behalf of the school) has certified to the California Department of Education that an irregularity in testing procedure occurred during the Spring 2006 testing. Therefore, a 2006 API Base will not be reported for this school.
