Release of 2005 Base Academic Performance Index (API)

March 24, 2006

California Department of Education (CDE) released the 2005 Academic Performance Index (API) Base reports on March 21st. These reports provide the 2005 base API scores and growth targets for 2006-07. API results are reported twice a year: a base API after the first of the year and corresponding growth API in the fall. This measures growth of a school in a year.

New in 2005 Base API
The methodology for calculating the 2005 API Base has changed from last year in the following two areas:

  • Addition of two new subgroups, English learners and students with disabilities.
  • Addition of six new variables in the determination of similar schools ranks
    • Percent of enrollments in grades or grade spans
    • Percentage of students in gifted and talented education program (GATE)
    • Percentage of students with disabilities
    • Percentage of Reclassified Fluent-English-Proficient (RFEP) students
    • Percentage of migrant education students
    • Percentage of students in reduced class size for full day

Santa Clara County Compared to California (CA)

  • SCC median Base 2005 API was 773 compared to 709 statewide (Figure 1 - PDF).
  • SCC median Base API has increased since 2000 from 747 to 773 presently; 26 points (Figure 1 - PDF).
  • SCC elementary and middle out performed the state, but state high schools are performing better than SCC (Figure 2 - PDF).
  • 41 percent of SCC schools (152 of 370) have a 2005 Base API at or above 800, compared to 27% statewide (2,135 of 8,050) (Figure 3 - PDF).
  • SCC district median Base API 2005 was higher than districts in the state, 781 compared to 729 (Figure 4 - PDF).
  • Overall SCC African American, Asian, Hispanic, White, Socioeconomically Disadvantaged and English Learner subgroups had higher median API when compared to the state; however; CA Filipino and Students with Disabilities API were higher than those SCC subgroups (Figure 5 - PDF).

Statewide there are 794 schools ranked 10; 11% (84 of 794) are in Santa Clara County.

Summary of Results for Santa Clara County Schools

  • 16% of SCC schools (56 of 345) fall in decile 1-3 compared 21% in 2002 (76 of 359) (Figure 6 - PDF).
  • Elementary and middle schools have made significant growth in median APIs from 2000 Base API to 2005 Base API with elementary gaining 50 points, and middle 51 points. High schools dropped 31 points (Figure 7 - PDF).
  • There continues to be a gap between White, Asian and Filipino performance compared to African American, Hispanic, and Socioeconomically Disadvantaged subgroups: Asian 897, White 859, Filipino 789, English Learner 692, Socioeconomically Disadvantaged 686, Hispanic 673, African American 634 and Students with Disabilities 487 (Figure 8 - PDF).

New Analysis Beginning with Base 2005 API Release
Standards and Assessment will begin with the BASE 2005 API release analyzing data with and without small and charter schools included in the analysis. The increasing number of charter schools, and an occasional district converting to charter school organizations, has changed the profile of county statistics sufficiently that the analysis must adjust to keep up with this trend. Beginning with the BASE 2005 API release, and continuing for a few years, we will prepare an analysis showing how Santa Clara County schools performed compared to California statewide using two approaches: first, data will be analyzed with all small and charter schools filtered out of the data set; second, all data will be included in the analysis.

The following differences between the data sets exemplify the need for an adjustment.

The school's proportion of students excused at parent request compared to its Standardized Testing and Reporting (STAR) program enrollment on the first day of testing is equal to or greater than 10 percent. When a school's proportion of parental waivers is equal to or greater than 10 but less than 20 percent, the California Department of Education conducts standard statistical tests to check whether the pupils tested at the school were representative of the entire school's population. 2005 Base API cannot be reported because for at least one STAR content area used in API calculations, this school failed to test a significant portion of students who were not exempt from testing in 2005.

In 2005, this school had fewer than 11 valid STAR test scores.

2005 Base API is not reported for this school because CDE is currently reviewing the 2005 STAR or CAHSEE results. CDE will either publish the API for this school or provide a specific reason for invalidating the API when the investigation is complete.
