The Office of the Superintendent provides support to the County Office, school districts and other educational agencies.
SERVICES
The Office of the Superintendent provides charter school oversight, communications, data and statistics, evaluation, research analysis, and planning and support services to the SCCOE, school districts and other agencies in the realm of education.

Charter Schools
The Charter Schools Department coordinates the programmatic and fiscal oversight for charter schools approved by the SCCOE Board of Education. The department also serves as a resource for Santa Clara County's charter schools, school districts, state and local agencies, parents and communities.

Communications
Communications keeps educators, students, parents, community and business leaders and the media informed about the SCCOE and its programs, initiatives and achievements. Communications disseminates news and information to these audiences through print publications, news releases, Internet and social media communications, multimedia presentations and other methods. Communications also coordinates the annual Teacher Recognition Celebration.

Data and Statistics
Data and statistics collected from California schools and learning support resources to identify trends and educational needs and to measure performance are available at the California Department of Education's DataQuest. Staff members are available to help navigate this system. Also available is data specific to Santa Clara County in our "State of Education" publication. -
Evaluation, Research and Analysis Services
Staff members are available to provide the following services for internal and external customers:- Evaluation of educational programs
- Conducting research studies/needs assessments
- Analysis of data
- Planning support
- Design and implementation of surveys
- Facilitation of meetings of educators and those affiliated with the educational community

Expulsion Appeals
The County Board of Education is the local appellate body for most types of student expulsion appeals. Staff provides support to the Board and acts as a liaison between the school districts and parents on matters related to student expulsions. Interdistrict Attendance Appeals
The County Board of Education is the local appellate body for most types of interdistrict transfer denials. Staff provides support to the Board and acts as a liaison between the school districts and parents on matters related to interdistrict attendance appeals. Call (408) 453-6868 for the necessary documents to begin the interdistrict attendance appeal process or visit our office. -
Monitoring and Compliance
Staff members provide the required oversight and monitoring of the following programs:- The Williams Settlement covers issues such as providing clean and safe facilities; sufficient instructional materials; appropriate teacher credentialing and assignment monitoring; and accurate reporting of the School Accountability Report Cards.
- The Quality Education Investment Act (QEIA) improves student academic success in California's lowest performing schools by creating substantially improved conditions for teaching and learning. QEIA funds struggling schools to lower class size, hire dynamic staff and counselors, and provide development opportunities for principals and teachers.
- The Tinsley Voluntary Transfer Plan is administered by the San Mateo County Office of Education and is monitored for compliance by the staff. The Tinsley Voluntary Transfer Plan allows minority students living in the Ravenswood City School District attendance area who will be entering kindergarten, first or second grade in the following year to apply for transfers to the following seven districts: Belmont-Redwood Shores, Las Lomitas, Menlo Park, Palo Alto, Portola Valley, San Carlos and Woodside.
- The Valenzuela Settlement requires those districts, county offices and charter schools that participate in certain categorical programs to offer services to students who do not pass the CA High School Exit Exam (CAHSEE) by the end of the12th grade.

Policy and Procedure Development
Staff serves as a resource in policy and procedure development and supports the Policy Development Subcommittee. Organizational policies and procedures are developed to ensure consistency with current educational law. View the SCCOE Policies and Procedures. -
School Board Elections
Staff facilitates the process for school board elections. -
School District Organization
The County Committee on School District Organization is staffed by the Superintendent's Office. The primary responsibility of the County Committee on School District Organization is the reorganization of school districts, through territory transfers and unification. -
School District Residency Information
Parents, school staff, and the public can obtain school district residency information, including the names and phone numbers of persons to contact regarding the school enrollment process. Use the District Locator.
