Program Overview
The Santa Clara County Office of Education provides technical assistance and acts as a liason to districts
from the California Department of Education, Safe and Healthy Kids Program Office, local community agencies
and school districts to provide resources, support, and assistance to school sites. The following programs
are supported:

Coordinated School Health
Coordinated School Health is a planned, integrated school-affiliated program designed to enhance the health of
children and adolescents. The program is comprised of eight interrelated components: comprehensive school health
education, physical education, parent/community involvement, healthful services, counseling, psychological and
social services, nutrition services and health promotion for staff. The SCCOE partners with multiple agencies to
offer support and assistance in all these areas.

SDFSC/TUPE
The SDFSC/TUPE Program provides support, training, technical assistance and leadership to districts
in the development and implementation of these programs. Districts are served through staff development
workshops, individual consultations, resources and bi-monthly advisory board meetings. They also receive
assistance with the Consolidated Application, Coordinated Program Management (CPM), Healthy Kids Survey and
program evaluation.

Access Development
There is a statewide focus on the concept of Youth Development and it challenges schools and communities to
move from a risk-based focus of prevention to an asset-based model. Based on extensive research, the Asset
Development model provides a framework for supporting healthy youth development and academic success by creating
supportive environments, opportunities for participation and high expectations. (Site specific workshops

HIV/STD
On-going education regarding sexually transmitted diseases, including HIV, is more important than ever -
and is now a component of the CPM. The HIV/STD Program provides technical assistance, training, resources
and network opportunities for District HIV/STD Coordinators. The SCCOE partners with Public Health in
providing support, programs and assistance to districts. (Site specific workshops available on request)

Safe School Plans
Consultation, support and assistance are provided in the revision and updating of Safe School Plans.

Grant Assistance
As a reader of grants for the State Department of Education, the Health
Education/Safe Schools Coordinator can assist grant writers with:
- TUPE Competitive Grants
These are tobacco education grants for grades 6-8, 9-12 and Innovative Tobacco
Education grants for K-12.
- Healthy Start
Healthy Start establishes schools as community hubs for multiple services
based on an extensive assessment of the local community needs.
- 21st Century Grants
The 21st Century Grants provide funding to offer before and after school
programs.
- McKinney-Vento Homeless Education
Grants to provide additional resources for homeless children
