
Human Resources handles the COE’s personnel activities, including
recruiting and selecting employees, maintaining employee records, and
negotiating and administering contracts. Human Resources also coordinates
compensation and benefits. Credentialed staff, hired by the public school
system in Santa Clara County, register their credentials with this office.

CERTIFICATED HUMAN RESOURCES
Certificated HR trains district staff in credential administration and employment law.
In addition, we host the annual Teacher Job Fair and register the credentials for administrative and teaching employees
hired by the public school system.

CLASSIFIED PERSONNEL SERVICES - PERSONNEL COMMISSION
Classified Personnel Services administers the recruitment, examination, job classification and
compensation, re-employment, reinstatement, hearings and appeals for non-instructional
(classified) employees.

ADMINISTRATIVE SERVICES
Provides Human Resources Branch with administrative support as well as reception support to the
COE central lobby. Administrative Services monitors the employee tuition reimbursement program
as well as coordinates the annual employee recognition and teacher recruitment events.

CREDENTIAL SERVICES
The Credential Unit advises and assists applicants for state certification; coordinates
credential registration for school districts; advises and assists school officials regarding
credential regulations; and monitors the appropriate assignment of teachers within the legal
authorization of their credential.

FINGERPRINT SERVICES
On-line fingerprinting services are available to the 32 school districts in Santa Clara County
and to other public agencies. The service enables newly hired school district employees to be
placed in school sites in approximately three days.

No Child Left Behind (NCLB) Paraprofessional Testing Services
Testing services are available to district instructional assistants impacted by the requirements of
the No Child Left Behind Act of 2002. This service enables current aide employees to be tested
and certified, affirming their qualifications to work in Title I classrooms.

Personnel Management Assistance Team (PMAT)
Personnel Management Assistance Teams were established by SB 1209. We are one of six county offices
of education in the state to establish a PMAT. We will provide technical assistance to county
offices and school districts within Region B , which encompasses counties from Napa south to
Monterey.

Teacher Recruitment Fair Services
Services to the districts include: advertising, development of publicity flyers and mailing to
college placement offices; layout and set-up of conference center facilities and interview rooms;
registration; development of a district handbook for applicants and a county-wide recruitment
fair.
