
The Center for Educational Planning provides planning, research, evaluation, and support
services to the COE, school districts, and other educational agencies. Our activities include
short-and long-range planning; evaluating programs; monitoring for Williams compliance; and
conducting research studies, needs assessments and demographic analyses.

Charter Schools
Applications for charter schools, appeals of local charter denials, and coordinating of charter school
oversight are handled through this office.
Demographic Information
Current demographic information on students and staff is available from the
Center for Educational Planning (CEP). Links are maintained with existing
databases and special databases are developed with both local- and state-level
data.
Education Outlook
Three times a year CEP publishes Education Outlook, a journal of current research relating to schools in Santa Clara County.
Expulsion Appeals and Interdistrict Attendance
The County Board of Education is the local appellate body for most types of
student expulsion appeals, and for appeals of interdistrict transfer denials. The CEP provides support to the Board and acts as a
liaison between the school districts and parents on matters related to student
attendance and discipline.
Grant-Writing Assistance
The Grant Resource Center provides public school educators with training, access to printed and electronic resources, and
consultation to support funding proposals. Funding Update is published and distributed to schools each month, providing
information on funding opportunities.
Planning Assistance
The CEP offers short- and long-term planning support, data collection and
analysis, process design, group facilitation, and report writing.
Williams Settlement Implementation (... Read more)
In accordance with the Williams "equal educational opportunities" lawsuit in California, the Superintendent's
Office assists local schools in implementing settlement requirements. The COE provides training on legal
requirements and coordinates validation visits and reports.
Policy and Procedure Development
Organizational policies and procedures are developed to ensure consistency with

Program and Project Evaluation
CEP offers evaluations of educational programs with respect to their purposes,
goals and objectives; conducts process and outcome evaluations; analyzes data;
and prepares recommendations.
School District Organization Studies
The County Committee on Reorganization is staffed by CEP to research alternative
district configurations and assist administrators and boards in interpreting
relevant laws and regulations.
School District Residency Information
Parents, school staff, and the public can obtain school district residency
information, including the names and phone numbers of persons to contact
regarding the school enrollment process.
Survey Design and Opinion Polling
Surveys are designed to meet customer needs and assistance is provided in
conducting research and reporting findings. On-line surveys are also available.
Group Facilitation
The CEP facilitates meetings of educators and those affiliated with the educational community.
